Resumen
El presente trabajo tiene como objetivo identificar los riesgos operativos que puede
conllevar al Fondo Nacional de Financiamiento Forestal (FONAFIFO) en el
otorgamiento de créditos para el proyecto de siembra de bambú, los cuales para el
2015 se han aprobado 41 créditos a pequeños y medianos productores.
Los objetivos específicos de la investigación son los siguientes: Describir el
alcance del proyecto de crédito de siembra de bambú implementado por el Fondo
Nacional de Financiamiento Forestal; Determinar las fortalezas y debilidades del
proceso de otorgamiento del crédito de bambú para FONAFIFO; Identificar los
riesgos operativos que enfrentaría FONAFIFO a través del otorgamiento de
créditos por parte del fideicomiso de crédito de bambú y Proponer alternativas
para minimizar los riesgos operativos del proyecto de créditos de siembra de
bambú.
El enfoque determinado para realizar la investigación en curso será cualitativo y a
su vez se definen dos alcances (exploratorio y explicativo), los cuales se
encuentra relacionados con los objetivos específicos, las fuentes de información y
las variables establecidas para la investigación.
Con base en los resultados se plantea un cuadro de calor numérico con el fin de
establecer planes de acciones que ayuden a minimizar, trasladar y determinar los
responsables inmediatos para su ejecución los cuales le brinden a los Ejecutivos
de Crédito de FONAFIFO una herramienta de los factores que aumentarían los
riesgos operativos en el futuro para el proyecto de siembra de bambú.
Research carried out in this dissertation, aims to identify operational risks in which the National Forestry Financing Fund (Fonafifo) may be inquiring when they provide credit for bamboo plantation projects carried out by small and medium sized producers. On 2015, there were 41 credit projects approved. Specific objectives established were: • · Describe the scope of credit projects for bamboo plantations implemented by the National Forestry Financing Fund (FONAFIFO). • · Determine FONAFIFO´s strengths and weaknesses in the process of granting credits for bamboo plantation projects. • · Identify potential operational risks that Fonafifo´s credit for bamboo plantation projects may face. • · Propose alternatives that could minimize operational risks involved in bamboo plantation projects. This investigation was based on a qualitative approach, in which there were two scopes mapped out directly related to the specific objectives and the investigation variables established: the exploratory and the explanatory; these were described in detail on the methodological framework. According to the results gathered, a numeric heat chart was designed in order to set out action plans that will help determine, minimize and transfer direct responsibility in the project´s execution. This tool will provide Fonafifo´s credit executives with a list of potential factors that will increase operational risks for bamboo plantation projects held by the institution.
