Resumen
El presente Seminario de Graduación se orientó a analizar la ejecución del PROMECUM en Pérez Zeledón, desde las acciones que se realizan en los Centros de Atención Prioritaria: Tierra Prometida, Lomas de Cocorí e IDA-JORÓN. En este sentido se planteó como problema: ¿Cuáles son los alcances y limitaciones en la ejecución del Programa para el Mejoramiento de la Calidad de la Educación y Vida en Comunidades de Atención Prioritaria de Pérez Zeledón? Con el fin de dar respuesta a esta interrogante, se planteó como objetivo general: “Analizar la ejecución del PROMECUM en Pérez Zeledón, en el marco de la Política Educativa Nacional, con el propósito de formular recomendaciones que coadyuven a la gestión del Programa”. El tipo de estudio realizado es descriptivo-interpretativo con el propósito de adquirir un conjunto de conocimientos acerca de la ejecución del Programa en cada uno de sus componentes que lo integran (Proyecto de Recuperación Integral del Niño (a), Programa de Facilitadores Curriculares y Equipos Interdisciplinarios), para posteriormente lograr comprender los procesos en torno a la ejecución del PROMECUM en Pérez Zeledón. En síntesis las técnicas utilizadas para la concreción del objetivo planteado son: revisión bibliográfica y documental, observación y entrevista y los instrumentos respectivos a saber: ficha bibliográfica, guía de entrevista, cuestionario y pauta de observación. La investigación parte de la necesidad de sistematizar la experiencia PROMECUM en la región de Pérez Zeledón desde los contextos en que se inscriben los Centros Educativos sujetos al Programa, es por ello que el estudio constituye un esfuerzo por conocer y comprender la realidad en la que se ejecuta el Programa, para reestructurar y realimentar el proceso, analizando los elementos que influyen en su operacionalización y en los resultados esperados desde la Política Educativa y desde las poblaciones meta.
This Graduation Seminar was aimed at analyzing the implementation of PROMECUM in Pérez Zeledón, from the actions carried out in the Priority Attention Centers: Tierra Prometida, Lomas de Cocorí and IDA-JORÓN. In this sense, the problem was: What are the scopes and limitations in the implementation of the Program for the Improvement of the Quality of Education and Life in Priority Attention Communities in Pérez Zeledón? In order to answer this question, the general objective was: "To analyze the implementation of PROMECUM in Pérez Zeledón, within the framework of the National Education Policy, with the purpose of formulating recommendations to help the management of the Program". The type of study carried out is descriptive-interpretative with the purpose of acquiring a set of knowledge about the implementation of the Program in each of its components (Comprehensive Child Recovery Project, Curricular Facilitators Program and Interdisciplinary Teams), in order to subsequently understand the processes surrounding the implementation of PROMECUM in Pérez Zeledón. In summary, the techniques used to achieve the proposed objective are: bibliographic and documentary review, observation and interview, and the respective instruments: bibliographic file, interview guide, questionnaire and observation guideline. The research is based on the need to systematize the PROMECUM experience in the region of Pérez Zeledón from the contexts in which the Educational Centers subject to the Program are registered, that is why the study constitutes an effort to know and understand the reality in which the Program is implemented, to restructure and feedback the process, analyzing the elements that influence its operationalization and the results expected from the Educational Policy and from the target populations.
