Promoción y venta de servicios tecnológicos del Instituto Costarricense de Electricidad (ICE) a Centroamérica (Sector Energía)

Resumen
Esta investigación tiene como objetivo general presentar un modelo de estrategia competitiva para la institución, dentro del marco de globalización y apertura de mercados, determinando cuáles son los servicios tecnológicos que puede ofrecer el ICE en el Mercado Centroamericano incluyendo a Panamá y cuál sería el escenario de plataforma para el modelo de comercialización de servicios, el cual toma como base el diagnóstico de necesidades elaborado por la Consultora Canadiense del Proyecto Regional de Energía Eléctrica del Istmo Centroamericano (PREEICA). Se profundiza en la importancia del sector servicios por ser un tema poco conocido en nuestro medio y de gran debate en el plano internacional por parte de organismos internacionales interesados en el tema. La investigación se inicia con las actividades más relevantes que ha desarrollado el ICE a lo largo de sus cincuenta años de servicio al país, profundizando en el campo de la gestión tecnológica, para desembocar posteriormente en los estudios que se han realizado para la determinación de la oferta de servicios que está en capacidad de desarrollar. Se realiza un estudio sobre el proceso de modelización que ha iniciado la institución, analizando los aspectos legales que han dado sustento al Centro de Servicio (C.S.) de comercialización. Así mismo, se hace mención al proyecto de ley de energía que se encuentran todavía en revisión de la Asamblea Legislativa, el cual fortalecería el marco jurídico para la venta de servicios. El modelo de estrategia comercial para introducir servicios en el mercado extremo, se ubica esencialmente en el mercado centroamericano incluyendo Panamá, por su cercanía geográfica que da un fácil acceso de comunicación. Las áreas factibles para desarrollar la venta de servicios, se enfocan en el desarrollo de proyectos en sistemas eléctricos y servicios asociados con la producción eléctrica. Como sistema de comercialización más conveniente para el ICE se recomiendan las alianzas estratégicas y entre ellas el sistema de Joint Venture, siempre y cuando existan las condiciones económicas y jurídicas nacionales para efectuar el proceso de internacionalización de la empresa.
The general objective of this research is to present a competitive strategy model for the institution, within the framework of globalization and market opening, determining which technological services ICE can offer in the Central American market, including Panama, and what would be the platform scenario for the service commercialization model, which is based on the needs assessment prepared by the Canadian Consultant of the Regional Electric Power Project of the Central American Isthmus (PREEICA). The importance of the service sector is studied in depth, since it is a little known topic in our country and is the subject of great debate at the international level by international organizations interested in the subject. The research begins with the most relevant activities that ICE has developed throughout its fifty years of service to the country, delving into the field of technological management, and then ends with the studies that have been carried out to determine the range of services that it is capable of developing. A study is made on the modeling process initiated by the institution, analyzing the legal aspects that have given support to the Service Center (S.C.) for commercialization. Likewise, mention is made of the energy bill that is still under review by the Legislative Assembly, which would strengthen the legal framework for the sale of services. The commercial strategy model to introduce services in the end market is essentially located in the Central American market, including Panama, due to its geographical proximity, which provides easy access to communication. The feasible areas to develop the sale of services are focused on the development of projects in electrical systems and services associated with electricity production. As the most convenient commercialization system for ICE, strategic alliances are recommended, including the Joint Venture system, as long as the national economic and legal conditions exist to carry out the company's internationalization process.
