Planificación y gestión estratégica del Consejo Territorial de Desarrollo Rural (CTDR) de Heredia para el periodo 2018 -2030

Resumen
El presente trabajo de investigación se llevó a cabo en el seno del Consejo Territorial
de Desarrollo Rural (CTDR) de Heredia, y se encuentra alineado al proceso de
cooperación técnica realizado previamente por Instituto Interamericano de
Cooperación para la Agricultura (IICA), por lo que se contó con el apoyo del
especialista en desarrollo rural y agricultura familiar de la sede en Costa Rica del
Instituto.
En términos generales el trabajo realizado se centró en analizar el proceso de
planificación y gestión estratégica implementado por el CTDR, con el fin fortalecer
de los mecanismos de articulación y coordinación realizados por esta instancia. Esto
con la pretensión de que fuese posible para el Comité Directivo avanzar en la
operacionalización de su estrategia de desarrollo. Dicha estrategia se fundamenta
en la promoción de un motor de desarrollo.
Para ello se aplicó una serie de herramientas y conocimientos técnicos propios de
la planificación económica y social; el enfoque sistémico, análisis estructurales o
tipo motriz, planificación estratégica y análisis de actores. Todo ello sobre una base
teórica referente al desarrollo rural sostenible con enfoque territorial y a la gestión social
del territorio; temas medulares de este trabajo.
En términos generales, los principales resultados del análisis estructural indican
que, si se desea dinamizar la economía desde la implementación de sistemas
agropecuarios sostenibles y el establecimiento de modelos de negocio en
agroturismo y servicios asociados, es decir implementar el motor de desarrollo, se
requiere de la evolución de al menos 21 variables específicas, las cuales, dada la
dinámica relacional que se genera entre ellas, se sugiere sean atendidas desde la
lógica sistémica propuesta en este documento.
Adicionalmente la implementación del motor de desarrollo requiere de la articulación
de los actores claves presentes en el territorio, sobre quienes recae la
responsabilidad legal de intervenir las áreas necesarias para operacionalización de
la estrategia de desarrollo. Por su parte, el proceso de análisis de actores permitió
determinar entre otros aspectos el grado de vinculación de la institucionalidad
pública con la estrategia de desarrollo seleccionada por el territorio e identificar a
los actores preponderantes.
Posteriormente, con base en los resultados del trabajo, se construyó un instrumento
digital de gestión para uso del CTDR. El instrumento integra todos los insumos
técnicos generados durante el trabajo y se diseñó para facilitar las tareas de
articulación y coordinación del Comité Directivo del CTDR. Además, el instrumento
permite guiar la aprobación de los proyectos presentados ante esta instancia.
Finalmente, y de manera positiva, los resultados del trabajo y el instrumento de
gestión fueron acogidos por el CTDR, por tanto, se constituirán como la base de la
planificación del territorio y guía para la puesta en operación del siguiente Plan de
Desarrollo Rural Territorial 2021-2030
This research work was carried out within the Territorial Council of Rural Development (CTDR) of Heredia, and is aligned with the process of technical cooperation previously carried out by the Inter-American Institute of Cooperation for Agriculture (IICA), for which it had the support of the specialist in rural development and family agriculture from the headquarters in Costa Rica of the Institute. In general terms, the work carried out focused on analyzing the process of planning and strategic management implemented by the CTDR, in order to strengthen of the articulation and coordination mechanisms carried out by this instance. This with the intention that it would be possible for the Steering Committee to advance in the operationalization of its development strategy. This strategy is based in promoting a development engine. To do this, a series of tools and technical knowledge of the company were applied. economic and social planning; the systemic approach, structural analysis or driving type, strategic planning and stakeholder analysis. All this on a basis theoretical reference to sustainable rural development with a territorial approach and social management Of the territory; core themes of this work. n general terms, the main results of the structural analysis indicate that, if you want to boost the economy from the implementation of sustainable agricultural systems and the establishment of business models in agrotourism and associated services, that is, to implement the development engine, it is necessary to the evolution of at least 21 specific variables, which, given the relational dynamics that are generated between them, are suggested to be addressed from the systemic logic proposed in this document. Additionally, the implementation of the development engine requires the articulation of the key actors present in the territory, on whom the legal responsibility falls to intervene in the areas necessary for the operationalization of the development strategy. For its part, the stakeholder analysis process made it possible to determine, among other aspects, the degree of linkage of public institutions with the development strategy selected by the territory and to identify the predominant stakeholders. Subsequently, based on the results of the work, a digital management instrument was built for use by the CTDR. The instrument integrates all the technical inputs generated during the work and was designed to facilitate the articulation and coordination tasks of the CTDR Steering Committee. In addition, the instrument allows to guide the approval of the projects presented before this instance. Finally, and in a positive way, the results of the work and the management instrument were accepted by the CTDR, therefore, they will constitute the basis of the planning of the territory and guide for the implementation of the next Territorial Rural Development Plan 2021 -2030
