Abstract. The study problem that we are trying to solve is a problem concerning the disproportionate attribution in favour of technological variables and to the detriment of environmental variables on the achievements of innovation in an organisation. The problem begins with the lack of comprehensive diagnostic procedures, which allow the projection of innovation potential or retrospective attribution based on organisational characteristics and the environmental conditions created by these, which is the area where innovation would be expected to occur. This project contributes to specific studies on the influence of the environment on firms' innovation performance by pursuing the understanding and characterisation of environmental variables (individually and in controlled combinations). It represents an opportunity for validation or invalidation of the model presented by Damanpour and Gopalakrishnan in an empirical diagnostic exercise within a real organisation within the Texas Association of Counties (TAC). In addition, a diagnosis is made of the existing environment for innovation in the organisation and recommendations are made for the implementation of a work plan so that companies with a similar profile can progress towards the profiles where the applied model predicts that they would have better innovation results. As a methodology, data collection was carried out through interviews with representatives of the TAC, which are selected based on the delimited profiles according to influence on the innovation strategy and activities. The interviews were conducted individually and personally with each interviewee. In total, six interviews were conducted, representing the three profiles of interest through various answers to the control questions. Among the main findings is the validation of the propositions pertaining to the EC4 organisational profile proposed by the model, with which the Texas Association of Counties (TAC) clearly aligns, according to its innovation adoption (rate and speed of adoption), its organisational structure and the most frequent types of innovation incurred. From these findings, an action plan for organisations with similar characteristics is proposed for progress towards better innovation outcomes.
