La eurocámara de Costa Rica y su posicionamiento como actor preponderante en el fortalecimiento del intercambio comercial entre la Unión Europea y Costa Rica

Resumen
En Costa Rica, en el 2017, se conformó la Federación de Cámaras de Comercio e Industrias Binacionales de los Países de la Unión Europea de Costa Rica, conocida como Eurocámara de Costa Rica. Su misión es promover e impulsar la inversión y el comercio entre la Unión Europea y Costa Rica, y su visión es mejorar, fortalecer y ampliar el intercambio comercial y la cooperación industrial y la inversión entre Costa Rica y la UE a través de sus miembros. El surgimiento de la Eurocámara en Costa Rica obedece al interés de ampliar las oportunidades comerciales y de inversión de Europa hacia Costa Rica, tomando en cuenta que existe un instrumento regional que plasma los pilares de diálogo político, cooperación y comercio del Acuerdo de Asociación entre la Unión Europea y Centroamérica (AACUE). La práctica dirigida se llevó a cabo con información proporcionada por esta Federación de Cámaras Binacionales, en lo concerniente a su fundación, sus intereses y la referencia del trabajo realizado por otras Eurocámaras en Latinoamérica con amplia experiencia y fundadas desde hace más de 10 años. Lo anterior permitió conocer de primera mano las necesidades del sector empresarial europeo y la justificación del surgimiento y conformación de la Eurocámara de Costa Rica, desde los distintos aportes de las Cámaras Binacionales que integran esta federación en el país. Objetivo principal. Durante esta práctica dirigida, se elaboró una propuesta del portafolio de la Eurocámara de Costa Rica, a través de un mapeo estratégico de servicios, con el propósito de que estos se puedan ofrecer a las empresas europeas que consideran al país como un potencial socio comercial o como un destino para sus inversiones. Durante la práctica dirigida se definió que en la Federación de Cámaras Binacionales Europeas existe un interés particular en trabajar junto con sus miembros para reforzar su perfil en Costa Rica como un referente de los intereses del sector privado de los países que integran la Unión Europea. Al inicio de la práctica dirigida la Eurocámara de Costa Rica se encontraba sin una distribución organizacional de competencias y responsabilidades, con recursos financieros limitados, sin un presupuesto anual y con la necesidad de conformar un portafolio que estableciera los servicios que se podrían brindar a las empresas. A solicitud de la Dirección Ejecutiva de la Eurocámara de Costa Rica se construyó una propuesta de este portafolio para esta Federación de Cámaras Binacionales, lo que permitirá agregar valor a la organización por medio de un mapeo estratégico de servicios desarrollado durante la práctica dirigida. Método y técnica. Se utilizaron los vi métodos descriptivo y exploratorio que permitieron la elaboración de la propuesta del portafolio de servicios de la Eurocámara de Costa Rica, a través del diseño cualitativo metodológico con instrumentos de recolección de datos como entrevistas y grupos de enfoque. Adicionalmente, se brindó acceso a información valiosa sobre las capacitaciones que habían recibido los representantes de la Eurocámara de Costa Rica en el 2017 y también sobre la estructura organizacional de trabajo y la experiencia de conformación de otras Eurocámaras en América Latina que habían iniciado operaciones muchos años antes. Se participó en algunas de las reuniones claves y estratégicas organizadas por la señora Tatiana Remy, directora ejecutiva de la Eurocámara durante el periodo de esta prácticay también directora ejecutiva de la Cámara de Comercio e Industria Alemana en Costa Rica, junto con la señora Gabriela Couto, directora del programa ElanBiz, proyecto de la Unión Europea dirigido a fortalecer a las Eurocámaras de América Latina para ampliar el conocimiento y comprender la relevancia del surgimiento de esta Federación en Costa Rica, así como intercambiar opiniones e ideas sobre los potenciales servicios que la Eurocámara podría ofrecer al empresariado europeo, según la experiencia profesional adquirida en las capacitaciones de ambas representantes. En estas reuniones se esclarecieron puntos que permitieron examinar los avances de la conformación e integración del portafolio propuesto durante esta práctica dirigida, de acuerdo con la información que brindó previamente la administración y los miembros de la Eurocámara de Costa Rica. Resultados. Se propone la elaboración de una propuesta del portafolio de la Eurocámara de Costa Rica, a través de un mapeo estratégico de servicios como contribución final de esta práctica dirigida. Conclusión. La implementación de los servicios que conforman el portafolio propuesto dependerá de la dirección ejecutiva y de la presidencia de turno de la Federación cuando lo consideren oportuno, con el fin de aprovechar el apoyo e interés de la Unión Europea en promover el intercambio comercial con Costa Rica, lo que contribuiría con el posicionamiento de esta Eurocámara como un actor relevante en los esfuerzos por atraer vínculos empresariales entre empresas europeas y costarricenses.
In Costa Rica, in 2017, the Federation of Binational Chambers of Commerce and Industries of the European Union Countries of Costa Rica, known as Eurochamber Costa Rica, was formed. Its mission is to promote and boost investment and trade between the European Union and Costa Rica, and its vision is to improve, strengthen and expand trade exchange and industrial cooperation and investment between Costa Rica and the EU through its members. The emergence of the Eurochamber in Costa Rica is due to the interest in expanding trade and investment opportunities from Europe to Costa Rica, taking into account that there is a regional instrument that embodies the pillars of political dialogue, cooperation and trade of the Association Agreement between the European Union and Central America (AACUE). The guided practice was carried out with information provided by this Federation of Binational Chambers, concerning its foundation, its interests and the reference of the work done by other Eurochambers in Latin America with extensive experience and founded more than 10 years ago. This allowed to know first hand the needs of the European business sector and the justification for the emergence and conformation of the Eurochamber of Costa Rica, from the different contributions of the Binational Chambers that integrate this federation in the country. Main objective. During this directed practice, a proposal of the portfolio of the Eurochamber of Costa Rica was elaborated, through a strategic mapping of services, with the purpose of offering them to the European companies that consider the country as a potential commercial partner or as a destination for their investments. During the internship, it was defined that the Federation of European Binational Chambers has a particular interest in working together with its members to strengthen its profile in Costa Rica as a reference for the interests of the private sector of the countries that make up the European Union. At the beginning of the practice, the Eurochamber of Costa Rica found itself without an organizational distribution of competencies and responsibilities, with limited financial resources, without an annual budget and with the need to create a portfolio that would establish the services that could be provided to companies. At the request of the Executive Direction of the Eurochamber of Costa Rica, a proposal of this portfolio was built for this Federation of Binational Chambers, which will allow adding value to the organization by means of a strategic mapping of services developed during the directed practice. Method and technique. Descriptive and exploratory methods were used to develop the proposal for the services portfolio of the Eurochamber of Costa Rica, through a qualitative methodological design with data collection instruments such as interviews and focus groups. Additionally, access was provided to valuable information on the trainings that the representatives of the Costa Rican Eurochamber had received in 2017 and also on the organizational work structure and the experience of other Eurochambers in Latin America that had started operations many years before. We participated in some of the key and strategic meetings organized by Mrs. Tatiana Remy, executive director of the Eurochamber during the period of this internship and also executive director of the German Chamber of Commerce and Industry in Costa Rica, together with Mrs. Gabriela Couto, director of the ElanBiz program, a project of the European Union aimed at strengthening the Eurochambers of Latin America to expand knowledge and understand the relevance of the emergence of this Federation in Costa Rica, as well as to exchange opinions and ideas on the potential services that the Eurochamber could offer to the European business community, according to the professional experience acquired in the training of both representatives. In these meetings, points were clarified that allowed to examine the progress of the conformation and integration of the proposed portfolio during this internship, according to the information previously provided by the administration and members of the Eurochamber of Costa Rica. Results. The elaboration of a proposal of the portfolio of the Eurochamber of Costa Rica is proposed, through a strategic mapping of services as a final contribution of this directed practice. Conclusion.
