Resumen
Esta investigación se enfocó en las comunidades de Cuajiniquil y Santa Cecilia, en el cantón de La Cruz de Guanacaste, territorios altamente vulnerables al cambio climático. Este fenómeno representa uno de los mayores desafíos globales, con profundas repercusiones en el desarrollo social y económico. En las últimas décadas, el incremento de eventos climáticos extremos, como sequías e inundaciones, ha obstaculizado el progreso de estas regiones, afectando sus sectores productivos y la calidad de vida de sus habitantes. En este contexto, el diseño e implementación de políticas públicas integrales resultan esenciales para la mitigación y adaptación a estos efectos, destacando la necesidad de que el Estado genere condiciones habilitantes que promuevan un desarrollo resiliente y sostenible en comunidades rurales.El estudio abordó el análisis de políticas públicas e instrumentos en tres dimensiones clave: social, productiva y ambiental, con el objetivo de identificar vacíos y oportunidades para fortalecer las estrategias económicas integrales y mejorar las condiciones de vida en estas comunidades.
This research focused on the communities of Cuajiniquil and Santa Cecilia, in the canton of La Cruz de Guanacaste, territories highly vulnerable to climate change. This phenomenon represents one of the greatest global challenges, with profound repercussions on social and economic development. In recent decades, the increase in extreme weather events, such as droughts and floods, has hindered the progress of these regions, affecting their productive sectors and the quality of life of their inhabitants. In this context, the design and implementation of comprehensive public policies are essential for mitigating and adapting to these effects, highlighting the need for the State to generate enabling conditions that promote resilient and sustainable development in rural communities. The study addressed the analysis of public policies and instruments in three key dimensions: social, productive and environmental, with the aim of identifying gaps and opportunities to strengthen comprehensive economic strategies and improve living conditions in these communities.
