Resumen
El presente artículo promueve la reflexión sobre la participación ciudadana en el desarrollo local y la vinculación con la gestión municipal como promotor del trabajo colectivo y articulado para atender las demandas de las comunidades, y cuyo resultado son planes, proyectos e iniciativas estratégicas. La Escuela de Planificación y Promoción Social de la Universidad Nacional ha venido trabajando en procesos de gestión municipal y desarrollo local, buscando fortalecer las dinámicas de participación ciudadana desde los colectivos sociales. Al ser la gestión municipal uno de los ejes principales de trabajo, se presenta la experiencia en el proceso de formulación y seguimiento al Plan de Desarrollo Humano Cantonal del cantón Orotina. Se evidencia cómo, a través de procesos de planificación participativa, se busca un mayor involucramiento e incidencia de la ciudadanía en la toma de decisiones para la transformación social. El compromiso que debe asumir el Gobierno local, la institucionalidad pública y las organizaciones comunitarias es fundamental para el cumplimiento de los objetivos propuestos. A la vez se presentan los retos para una planificación colaborativa, crítica y dialógica entre comunidades, instituciones y Municipalidades, en pro del bienestar y desarrollo local.
This article promotes reflection on citizen participation in local development and its connection to municipal management as a driver of collective and coordinated work to address community needs, resulting in strategic plans, projects, and initiatives. The School of Planning and Social Promotion at the National University has been working on municipal management and local development processes, seeking to strengthen citizen participation dynamics within social groups. Since municipal management is one of its main areas of focus, this article presents the experience in the formulation and monitoring of the Cantonal Human Development Plan for the Orotina canton. It demonstrates how, through participatory planning processes, greater citizen involvement and influence in decision-making for social transformation is sought. The commitment that local government, public institutions, and community organizations must assume is fundamental to achieving the proposed objectives. At the same time, the challenges for collaborative, critical, and dialogical planning among communities, institutions, and municipalities are presented, all aimed at promoting well-being and local development.
