Resumen
La lectura de la gestión en política exterior durante el año 2013 precisa la incorporación del accionar por parte de las misiones diplomáticas costarricenses. Por ello esta investigación tiene como objetivo conocer y evaluar la agenda de política exterior propuesta por la administración Chinchilla-Miranda para sus representaciones en el exterior, así como las acciones desarrolladas por estas misiones y su aporte para el desarrollo humano sostenible del país. Con ese propósito, y con base en lo reportado en los Informes de Gestión de un grupo de diez embajadas, se ofrece un balance general –como un primer esfuerzo de evaluación- de las principales actividades llevadas a cabo en 2013 por las embajadas a partir del cumplimiento o no de las metas establecidas en el Plan Anual de Trabajo. Costa Rica sigue dando muestras positivas en la agenda de derechos humanos, desarme y desarrollo sostenible, en particular con nuevas propuestas en la promoción y defensa de los DD.HH, pero también registra resultados dispares en otros frentes: relaciones con Centroamérica y cooperación internacional. Por tanto, el país tiene desafíos que requieren esfuerzos para minimizar sus impactos sobre la agenda de política exterior.
The reading of foreign policy management during 2013 requires the incorporation of the actions of Costa Rican diplomatic missions. Therefore, this research aims to understand and evaluate the foreign policy agenda proposed by the Chinchilla-Miranda administration for its representations abroad, as well as the actions developed by these missions and their contribution to the sustainable human development of the country. For this purpose, and based on what is reported in the Management Reports of a group of ten embassies, a general balance is offered -as a first evaluation effort- of the main activities carried out in 2013 by the embassies based on the fulfillment or not of the goals established in the Annual Work Plan. Costa Rica continues to show positive signs in the human rights, disarmament and sustainable development agenda, in particular with new proposals in the promotion and defense of human rights, but it also recorded mixed results on other fronts: relations with Central America and international cooperation. Therefore, the country faces challenges that require efforts to minimize their impact on the foreign policy agenda.
