Gestión de los convenios de cooperación suscritos por el Instituto Interamericano de Derechos Humanos

Abstract

La gestión de un convenio de cooperación implica diversas acciones que conllevan el interés de realizar objetivos, invertir recursos y armonizar acciones. Dichos compromisos son plasmados en los documentos de acuerdo. Estos acuerdos revierten importancia dado que son instrumentos en los que se respalda cualquier eventual proyecto o actividad entre las partes que desean establecerlos. No son simples cartas, sino que implican responsabilidades jurídicas y financieras que asumen los estados o las organizaciones internacionales. Contar con un sistema de gestión adecuado de estos acuerdos permite a las organizaciones tener agilidad administrativa, facilitar acciones conjuntas e identificar sus resultados; además de servir como fuente de información para la planificación futura. Dada la relevancia de este tipo de documentos su adecuada gestión es indispensable. El Instituto Interamericano de Derechos Humanos (IIDH), es una organización no gubernamental de carácter internacional con potestad para consolidar sus relaciones de cooperación mediante estos acuerdos. Sin embargo, se identificó que presentaba una situación difícil en cuanto al tratamiento de este tipo de documentación pues carecía de un sistema organizativo que unificara los documentos, para su registro físico o digital, ocasionando que la consulta y el seguimiento de los acuerdos fuera inexistente. Con la intención de generar una respuesta a esta carencia institucional se propuso mediante una metodología práctica, que se explica en detalle en este informe, generar una herramienta para el registro y seguimiento de los acuerdos. Ambas, la metodología y la herramienta, se desarrollaron no solo para subsanar la problemática que presentaba el IIDH en este tema, sino como una buena práctica que pueda ser consultada como referencia por parte de las unidades u oficinas de administración y gestión de cooperación internacional de otras entidades de similar naturaleza. Adicionalmente, se realizó una revisión de los antecedentes históricos sobre los derechos humanos, que constituye el área de trabajo del IIDH y se entrevistaron a algunas instituciones acerca de sus procedimientos de gestión dentro de su estructura operativa, que aportaron importantes insumos para enriquecer las observaciones y recomendaciones que se consideraron necesarias para la sostenibilidad de la herramienta dentro de la institución. Es gracias a la disposición de varias personas que colaboraron en distintas etapas del proceso que el desarrollo de la práctica fue posible, por ello dedico un espacio de agradecimiento al especialista Ricardo Valverde y a Larissa Segura, quien fue supervisora de la práctica dirigida; igualmente, al señor Oscar Arce del Instituto Latinoamericano de las Naciones Unidas para la Prevención del Delito y el Tratamiento del Delincuente, a la señora Ileana Aguilar del Tribunal Supremo Electoral y a la señora Melissa Umaña del Instituto Tecnológico de Costa Rica.The management of a cooperation agreement involves various actions that involve the interest of achieving objectives, investing resources and harmonizing actions. These commitments are reflected in the agreement documents. These agreements revert to importance since they are instruments that support any eventual project or activity between the parties that wish to establish them. They are not simple letters, but imply legal and financial responsibilities assumed by states or international organizations. Having an adequate management system for these agreements allows organizations to have administrative agility, facilitate joint actions and identify their results; in addition to serving as a source of information for future planning. Given the relevance of this type of document, its proper management is essential. The Inter-American Institute of Human Rights (IIHR) is an international non-governmental organization with the power to consolidate its cooperative relations through these agreements. However, it was identified that it presented a difficult situation regarding the treatment of this type of documentation since it lacked an organizational system that would unify the documents, for their physical or digital record, causing the consultation and monitoring of the agreements to be non-existent. With the intention of generating a response to this institutional deficiency, a practical methodology, which is explained in detail in this report, was proposed to generate a tool for registering and monitoring the agreements. Both the methodology and the tool were developed not only to correct the problems presented by the IIHR on this issue, but also as a good practice that can be consulted as a reference by the units or offices of administration and management of international cooperation of other entities of a similar nature. Additionally, a review of the historical background on human rights, which constitutes the IIHR's area of ​​work, was conducted and some institutions were interviewed about their management procedures within their operational structure, which provided important inputs to enrich the observations and recommendations that were considered necessary for the sustainability of the tool within the institution. It is thanks to the availability of several people who collaborated in different stages of the process that the development of the practice was possible, for this reason I dedicate a space of thanks to the specialist Ricardo Valverde and Larissa Segura, who was supervisor of the directed practice; Likewise, Mr. Oscar Arce of the United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders, Mrs. Ileana Aguilar of the Supreme Electoral Court and Mrs. Melissa Umaña of the Technological Institute of Costa Rica.
