Resumen
El presente proyecto se desarrolló en la Oficina de Recursos Humanos de la Universidad de Costa Rica, Sede Rodrigo Facio, con la finalidad de analizar, diseñar, desarrollar e implementar un sistema Web para la Sección de Desarrollo Humano que automatice el proceso para la gestión del desempeño mediante mecanismos que permitan aplicar el instrumento respectivo a la totalidad de la comunidad administrativa de la institución y que provea herramientas para el análisis de la información recolectada.
El desarrollo del proyecto se torna relevante al considerar que el personal encargado de aplicar las evaluaciones contaba únicamente con formularios impresos y una aplicación Windows muy limitada. Cabe destacar que la información no se encontraba al alcance de los interesados y el almacenamiento de la misma no estaba regulado; aumentando así, los riesgos de confidencialidad, disponibilidad y seguridad de la información.
Para la ejecución del proyecto se tomó como metodología de desarrollo una adaptación del Proceso Unificado para Desarrollo de Software según estándares de la Sección de Tecnologías de Información de la Oficina de Recursos Humanos.
Como resultado principal de este proyecto, se ha dotado a la comunidad administrativa de la Universidad de Costa Rica de un nuevo sistema informático que le permitirá minimizar los períodos de digitación y de esta forma estimular el análisis y la reflexión; ambos factores claves para una adecuada y objetiva aplicación del instrumento de evaluación. Por otra parte, la Oficina de Recursos Humanos tendrá a su alcance información veraz y actualizada con la cual definir estándares de desempeño, mediante los cuales se podrá identificar personal talentoso, otorgar becas y prioridades en concursos internos, además de personal con desempeño poco eficiente.
This project was developed at the Human Resources Office of the University of Costa Rica, Rodrigo Facio Headquarters, with the purpose of analyzing, designing, developing and implementing a Web system for the Human Development Section that automates the process for the management of performance through mechanisms that allow the respective instrument to be applied to the entire administrative community of the institution and that provide tools for the analysis of the information collected. The development of the project becomes relevant when considering that the personnel in charge of applying the evaluations only had printed forms and a very limited Windows application. It should be noted that the information was not available to the interested parties and its storage was not regulated; thus increasing the risks of confidentiality, availability and security of information. For the execution of the project, an adaptation of the Unified Process for Software Development according to standards of the Information Technology Section of the Human Resources Office was used as the development methodology. As a main result of this project, the administrative community of the University of Costa Rica has been provided with a new computer system that will allow them to minimize the typing periods and thus stimulate analysis and reflection; both key factors for an adequate and objective application of the evaluation instrument. On the other hand, the Human Resources Office will have accurate and updated information at its disposal with which to define performance standards, through which talented personnel can be identified, grant scholarships and priorities in internal competitions, as well as personnel with inefficient performance.
