Resumen
El presente trabajo final de graduación se concentró en el estudio de la metodología
utilizada e implementada por el Instituto de Desarrollo Rural (Inder) en la formación del
Concejo de Desarrollo Rural Territorial de Heredia, por lo que se basó en el análisis de
la implementación de esta, con el fin de evidenciar sus principales debilidades y
fortalezas. Una de las principales razones por las que se consideró este análisis para la
planificación en los territorios del país es porque la formulación y la ejecución de estas
metodologías son poco atractivas para involucrar a los actores claves en el desarrollo
del territorio. Como consecuencia, existe una eficiente articulación de instituciones claves
y actores esenciales para impulsar el desarrollo territorial. La metodología utilizada para
desarrollar el estudio se basó en la recolección y análisis de información primaria y
secundaria y la vivencia de todas las etapas del proceso de la conformación. Con esto
se identificó el principal motivo del porqué no existe una eficiente metodología en
planificación territorial por parte de las instituciones responsables de esta, lo cual originó
una propuesta más atinada para impulsar el desarrollo rural territorial. En los diferentes
capítulos del trabajo se abordan diversas teorías, las cuales eran necesarias para dar un
contraste entre la teoría y la práctica que actualmente se aplica en Costa Rica. Asimismo,
parte importante del análisis se basó en llevar a cabo todo un análisis exhaustivo de los
métodos y prácticas y proponer mejoras en este proceso. Lo anterior con el fin de
impulsar la participación y el desarrollo de los territorios más vulnerables del país,
buscando como resultado un eficiente uso de los recursos y el impulso del desarrollo
rural en el país
This final graduation project focused on the study of the methodology used and implemented by the Rural Development Institute (Inder) in the formation of the Council of Territorial Rural Development of Heredia, for which it was based on the analysis of the implementation of this, in order to highlight its main weaknesses and strengths. With this the main reason why there is no efficient methodology in territorial planning by the institutions responsible for it, which gave rise to a more accurate proposal to promote territorial rural development. in the different chapters of the work address various theories, which were necessary to give a contrast between theory and practice currently applied in Costa Rica. In addition, An important part of the analysis was based on carrying out an exhaustive analysis of the methods and practices and propose improvements in this process. The above in order to promote the participation and development of the most vulnerable territories of the country, seeking as a result an efficient use of resources and the promotion of development rural in the country
