Análisis de la Gestión del Instituto Nacional de Estadística y Censos (INEC). Caso de estudio de la Unidad de Planificación Institucional (UPI), durante el período 2017-2021.

Abstract

La presente propuesta se expone como parte de los requisitos para optar por el grado de Licenciatura en la carrera de Planificación Económica y Social, de la Universidad Nacional de Heredia. La investigación pretende analizar el proceso de planificación en el Instituto Nacional de Estadística y Censos (INEC) en el período 2017-2021. Lo anterior en virtud de que esta institución se encontraba en proceso de reorganización estructural, razón por la cual se consideró que era un tiempo propicio para realizar el trabajo propuesto. Por lo cual, es muy oportuna la participación de las estudiantes de la Escuela de Planificación Económica y Social de la Universidad Nacional de Heredia, para realizar un estudio que aporte a la actualización y sistematización en la gestión institucional del INEC. Por lo anterior, esta investigación presenta el abordaje de los siguientes aspectos: un primer capítulo donde hace referencia al problema que se presenta en la institución, con respecto a la planificación, el tema por investigar, el objeto de estudio de la investigación, la justificación la cual indica el porqué de la investigación. El estado de la cuestión abordó un panorama y contexto situacional, cuál es la normativa vigente que se requiere analizar, así como los objetivos planteados. Un segundo capítulo, en el cual se analizó lo siguiente: el marco teórico y de referencia; el primero brinda todos los conceptos básicos para la construcción y análisis de la investigación; el segundo, describe información sobre la ubicación, la estructura y otros aspectos clave de la institución en estudio. Un tercer capítulo, el cual incluyó un marco metodológico, en donde se detallan los siguientes componentes: el tipo de investigación, tipo de enfoque, la población en estudio, un análisis de actores, así como las técnicas e instrumentos que se utilizaron en la investigación. Y finalmente, un cuarto capítulo, donde se evidenciaron los resultados de la investigación; por ende, una propuesta que permita mejorar los procesos de planificación del Instituto Nacional de Estadística y Censos (INEC).

This proposal is presented as part of the requirements to obtain a Bachelor's degree in Economic and Social Planning at the Universidad Nacional de Heredia. The research aims to analyze the planning process in the National Institute of Statistics and Census (INEC) in the period 2017-2021. The above by virtue of the fact that this institution was in the process of structural reorganization, which is why it was considered a propitious time to carry out the proposed work. Therefore, the participation of the students of the School of Economic and Social Planning of the National University of Heredia is very timely, to conduct a study that contributes to the updating and systematization in the institutional management of INEC. Therefore, this research presents the approach of the following aspects: a first chapter where it makes reference to the problem that is presented in the institution, with respect to planning, the subject to investigate, the object of study of the research, the justification which indicates the reason for the research. The state of the question addressed an overview and situational context, the current regulations that need to be analyzed, as well as the proposed objectives. A second chapter, which analyzed the following: the theoretical and reference framework; the first provides all the basic concepts for the construction and analysis of the research; the second describes information on the location, structure and other key aspects of the institution under study. A third chapter, which included a methodological framework, details the following components: the type of research, the type of approach, the population under study, an analysis of the actors, as well as the techniques and instruments used in the research. And finally, a fourth chapter, where the results of the research were evidenced; therefore, a proposal to improve the planning processes of the National Institute of Statistics and Census (INEC).
