ANÁLISIS DEL PROCESO DE PARTICIPACIÓN DE LA COMUNIDAD INDÍGENA DE PATH YU´ EN EL PROYECTO GANADERO DEL PROGRAMA IPDR, EN LA VEREDA LA UNIÓN, CORREGIMIENTO DE LA CAPILLA, MUNICIPIO DE CAJIBÍO, REPÚBLICA DE COLOMBIA, DURANTE EL PERÍODO 2013 – 2016

Abstract

La investigación hace una reflexión crítica de la gestión de las políticas públicas dentro de los programas de desarrollo rural realizados por el gobierno de Colombia e implementados por el INCODER, “Instituto Colombiano de Desarrollo Rural”, mediante el accionar del Programa IPDR, “Implementación de Proyectos de Desarrollo Rural”. En particular y como un estudio de caso, se investiga un proyecto ganadero dirigido a la comunidad indígena de Path Yu´. Se trata de una población de 93 familias, las cuales fueron víctimas de desplazamiento forzado debido a un fenómeno natural conocido como la avalancha del río Páez en 1994, que ocasionó el posterior reasentamiento en el municipio de Cajibío, en territorios adquiridos por la Corporación Nasa Kiwe, la cual fue creada precisamente para atender esta emergencia.

El trabajo de investigación se realizó en la comunidad Nasa de Path Yu´, durante el periodo comprendido entre los años 2013 al 2016, ubicada en la vereda la Unión, corregimiento de la Capilla, municipio de Cajibío, a cuarenta kilómetros de Popayán, capital del departamento del Cauca, República de Colombia.

The research makes a critical reflection on the management of public policies within the rural development programs carried out by the Colombian government and implemented by INCODER, “Instituto Colombiano de Desarrollo Rural”, through the actions of the IPDR Program, “Implementation of Rural Development Projects”. In particular and as a case study, a livestock project aimed at the indigenous community of Path Yu' is investigated. This is a population of 93 families, who were victims of forced displacement due to a natural phenomenon known as the avalanche of the Paez River in 1994, which caused the subsequent resettlement in the municipality of Cajibio, in territories acquired by the Nasa Kiwe Corporation, which was created precisely to address this emergency.

The research work was conducted in the Nasa community of Path Yu', during the period from 2013 to 2016, located in the village of La Unión, corregimiento de la Capilla, municipality of Cajibío, forty kilometers from Popayán, capital of the department of Cauca, Republic of Colombia.
