Resumen
Esta Tesis intenta demostrar que el proceso de corrupción sufrido por Venezuela en el último cuarto del siglo xx, afectó a las instituciones y por extensión al medio ambiente. En 1999, accede al poder en Venezuela la corriente política bolivariana, liderada por Hugo Chávez Frias, lo que puede verse como una expresión de las generalizadas aspiraciones de cambio democrático. En este sentido, la Tesis procura responder preguntas como las siguientes: ¿Cómo contribuyó ese proceso continuo de veinticinco años de corrupción a la destrucción ambiental en Venezuela? ¿Cuáles fueron, en forma general, las manifestaciones institucionales de esta relación perversa entre corrupción y ambiente? ¿Qué medidas pudieran adoptarse ahora, para revertir ese proceso y sus efectos indeseables? La Constitución Nacional de Venezuela de 1999 y la legislación derivada, sugieren la ampliación de las bases de la Sostenibilidad Ambiental. La investigación confirma que los niveles institucionales medioambientales fueron tocados por la corrupción en el periodo 1974 1999. Y trasluce que durante el régimen bolivariano se han registrado avances en la recuperación medioambiental y en la lucha contra la corrupción, pero que será necesario redoblar los esfuerzos.
The intention of this thesis is to show that the corruption process suffered by Venezuela in the last quarter of the twentieth century affected its institutions, and in turn, the environment. In 1999, the Bolivarian political movement, led by Hugo Chávez-Frias, came to power in Venezuela. This can be viewed as an expression of generalized hopes for democratic change. Thus, this thesis is an effort to answer questions such as the following: How did the continuous twenty-five-year-long corruption process contribute to environmental destruction in Venezuela? Generally speaking, what were the institutional manifestations of the perverse relationship between corruption and the environment? What measures could be taken now to revert this process and its undesirable effects? The National Constitution of Venezuela of 1999 and the resulting laws suggest a broadening of the foundations of environmental sustainability. This research confirms that the environmental institutional levels were affected by corruption in the 1974-1999 time-span. It can also be noted that during the Bolivarian regime progress has been made in restoring the environment and in the struggle against corruption, but these efforts must be intensified.
