¿Qué falta para el desarrollo comunal en la frontera Costa Rica-Nicaragua?: Una perspectiva desde los actores locales

Resumen
El objetivo de este documento es presentar los problemas (sociales, económicos, políticos y
ambientales) y las necesidades de capacitación en las comunidades fronterizas en la diada Costa
Rica-Nicaragua. Este fue construido de forma participativa y recoge la visión de lo que para los
actores locales es importante atender. Se reconoce que en el pasado se han elaborado, como
parte de la acción de los Estados y otros actores públicos y privados, agendas para el desarrollo
fronterizo, agendas temáticas de organizaciones no gubernamentales y se han tratado de crear
líneas de acción para mancomunar esfuerzos municipales en la frontera. Esta propuesta pretende
identificar los problemas y las necesidades, para que juntas orienten la creación de una agenda
comunal con una visión binacional y elaborada con una participación comunal activa. En otras
palabras, los académicos han sido facilitadores y no conductores del proceso.

It is recognized that in the past, as part of the action of States and other public and private actors, agendas for border development, thematic agendas of non-governmental organizations and attempts have been made to create lines of action to pool municipal efforts at the border. This proposal seeks to identify problems and needs, so that together they guide the creation of a communal agenda with a binational vision and elaborated with an active communal participation. In other words, academics have been facilitators and not drivers of the process.
