Los retos y oportunidades de la Cooperación Económica y la Integración Regional de Costa Rica ante el ingreso al Foro de Cooperación Económica del Asia-Pacífico (APEC)

Resumen
El ingreso de Costa Rica al APEC es importante, dado que actualmente este Foro se conforma por veintiuna de las economías del mundo y algunas relacionadas comercial y económicamente con Costa Rica tales como Estados Unidos, Canadá, México, Perú y Chile. Estas, representan un gran mercado para los productos costarricenses y son fuentes de inversión para nuestro país, sin embargo, suscita una serie de retos en la gestión gubernamental y la política pública costarricense, los cuales son temas álgidos del estudio.
El ingreso de Costa Rica al APEC, según se desprende del análisis realizado sobre las fortalezas, oportunidades, amenazas y debilidades (FODA), se debe fundamentar en los sistemas de cooperación económica y técnica (ECOTECH), el cual contempla acuerdos de cooperación mediante el desarrollo de diversos temas en los cuales destacan la promoción de la mediana y pequeña empresa, así como el desarrollo del talento humano, los cuales son campos en los que Costa Rica podría beneficiarse de la experiencia exitosa de otros miembros. No obstante, el país y el sector privado deben estar preparados para enfrentar un libre comercio e inversiones de mercados con esa magnitud para el 2020, y para ello, tanto la industria como la economía costarricense deben ser competitivas para aprovechar las oportunidades que representan los negocios con Asia.
Costa Rica's entry into APEC is important, given that this Forum is currently made up of twenty-one of the world's economies and some that are commercially and economically related to Costa Rica, such as the United States, Canada, Mexico, Peru and Chile. These economies represent a large market for Costa Rican products and are sources of investment for our country, however, it raises a series of challenges in government management and Costa Rican public policy, which are the main topics of the study. Costa Rica's entry into APEC, according to the analysis of strengths, opportunities, threats and weaknesses (SWOT), should be based on the economic and technical cooperation systems (ECOTECH), which provides for cooperation agreements through the development of various topics in which the promotion of small and medium enterprises, as well as the development of human talent stand out, which are fields in which Costa Rica could benefit from the successful experience of other members. However, the country and the private sector must be prepared to face free trade and investment markets of this magnitude by 2020, and for this, both the industry and the Costa Rican economy must be competitive to take advantage of the opportunities that business with Asia represents.
