Resumen
La planificación estratégica y la gestión administrativa son esenciales para que organizaciones sin fines de lucro, como la Asociación de Apoyo Integral para Personas con Discapacidad (AIPED), puedan ofrecer servicios de calidad y mantener su sostenibilidad a lo largo del tiempo. AIPED, ubicada en el cantón de Barva, Heredia, se dedica a brindar atención y apoyo especializado a personas jóvenes y adultas con discapacidad, enfrentando constantes desafíos administrativos y de recursos que impactan la calidad de los servicios que proporciona. Esta investigación tiene como objetivo analizar a fondo los procesos de planificación y gestión administrativa de AIPED durante el 2023, con el propósito de proponer líneas estratégicas que fortalezcan sus capacidades operativas. En el primer capítulo se presenta el problema de investigación, abordando la importancia de una planificación eficaz y la necesidad de optimizar la gestión administrativa, para responder adecuadamente a las demandas de los usuarios. Se revisan antecedentes históricos y normativos, que subrayan la relevancia de las asociaciones sin fines de lucro en la atención a personas con discapacidad, y se establecen los objetivos que guiarán la investigación. El segundo capítulo se centra en el marco teórico, proporcionando una base conceptual que incluye temas como los derechos humanos y la discapacidad, el enfoque prospectivo en planificación, y las características de la gestión administrativa en organizaciones sin fines de lucro. Esta revisión teórica permite situar el trabajo de AIPED en un contexto más amplio, permitiendo entender los retos y oportunidades a los que se enfrenta. En el tercer capítulo se describe el enfoque metodológico adoptado en el estudio. Al utilizar una combinación de técnicas de recolección de datos, como observación, talleres y entrevistas, se estructura un análisis riguroso de los procesos internos y externos que influyen en la operación de AIPED. También se consideran los aspectos éticos necesarios para asegurar la validez y confiabilidad de los datos. En el cuarto capítulo, dedicado al estado del arte y análisis prospectivo, se examina la situación actual y las tendencias futuras en la atención a personas con discapacidad en Costa Rica y América Latina. Se analizan factores clave como inclusión, educación, empleo, y servicios de salud y rehabilitación, en un contexto de creciente demanda por accesibilidad y calidad. Además, se estudian los factores internos y externos que afectan a AIPED, identificando desafíos y posibles áreas de mejora. Finalmente, en el análisis prospectivo estratégico, en el quinto capítulo, se construyen escenarios futuros para AIPED, empleando herramientas como matrices FODA y de cambio de tendencias. Este análisis permite anticipar las necesidades y oportunidades de la asociación, desarrollando un plan estratégico que asigna prioridades y define acciones concretas a corto y mediano plazo para mejorar su operatividad y sostenibilidad. A través de esta investigación, se busca proporcionar a AIPED un marco estratégico que oriente sus procesos administrativos y de planificación, permitiendo un fortalecimiento institucional que garantice una atención más eficaz y adaptada a las necesidades de su comunidad beneficiaria.
Strategic planning and administrative management are essential for nonprofit organizations, such as the Comprehensive Support Association for People with Disabilities (AIPED), to offer quality services and maintain their sustainability over time. AIPED, located in the canton of Barva, Heredia, is dedicated to providing specialized care and support to young people and adults with disabilities, facing constant administrative and resource challenges that impact the quality of the services it provides. This research aims to thoroughly analyze AIPED's planning and administrative management processes during 2023, with the goal of proposing strategic lines to strengthen its operational capabilities. The first chapter presents the research problem, addressing the importance of effective planning and the need to optimize administrative management to adequately respond to user demands. Historical and regulatory background is reviewed, highlighting the importance of nonprofit associations in serving people with disabilities, and the objectives that will guide the research are established. The second chapter focuses on the theoretical framework, providing a conceptual foundation that includes topics such as human rights and disability, the prospective approach to planning, and the characteristics of administrative management in nonprofit organizations. This theoretical review places AIPED's work in a broader context, allowing for an understanding of the challenges and opportunities it faces. The third chapter describes the methodological approach adopted in the study. Using a combination of data collection techniques, such as observation, workshops, and interviews, a rigorous analysis of the internal and external processes that influence AIPED's operations is structured. Ethical aspects necessary to ensure the validity and reliability of the data are also considered. The fourth chapter, dedicated to the state of the art and prospective analysis, examines the current situation and future trends in care for people with disabilities in Costa Rica and Latin America. Key factors such as inclusion, education, employment, and health and rehabilitation services are analyzed in a context of growing demand for accessibility and quality. In addition, the internal and external factors affecting AIPED are studied, identifying challenges and potential areas for improvement. Finally, in the fifth chapter, the strategic prospective analysis constructs future scenarios for AIPED, using tools such as SWOT and trend-changing matrices. This analysis allows the association to anticipate its needs and opportunities, developing a strategic plan that assigns priorities and defines concrete short- and medium-term actions to improve its operations and sustainability. Through this research, the objective is to provide AIPED with a strategic framework to guide its administrative and planning processes, enabling institutional strengthening that guarantees more effective service tailored to the needs of its beneficiary community.
