Estrategia de atracción de cooperación internacional para asociaciones comunales: el caso de la Escuela Municipal de Música de Santo Domingo (Emusa)

Resumen
El sector cultural es fundamental, visto desde una agenda local y global para el desarrollo de un territorio, siendo un tema de impacto a nivel social; principalmente, económico y sin duda de alcance político. La cultura constantemente enfrenta limitaciones por falta de apoyo, financiamiento u otros recursos. EMUSA al ser una institución privada sin fines de lucro, dedicada a la educación desde el arte y la cultura, siendo la enseñanza de la música su principal función, no se escapa de este escenario. Es aquí cuando se debe buscar otros medios para solventar sus necesidades y debilidades; siendo La Cooperación Internacional la respuesta inmediata. Si bien, esta no viene a solucionar por completo todas las problemáticas encontradas cuando se habla de este o cualquier otro sector, si representa un descanso para estas instituciones, que dentro de esta dinámica encuentran la ayuda para mejorar sus condiciones y fortalecer su gestión e impacto. A partir de este razonamiento se crea esta estrategia que desde las principales necesidades de EMUSA, traza una línea de trabajo basada en recomendaciones, con el objetivo de dotar a esta institución de herramientas para la inserción y participación en las fuentes de Cooperación Internacional.
The cultural sector is fundamental, seen from a local and global agenda for the development of a territory, being an issue of impact at a social level; mainly economic and undoubtedly of political scope. Culture constantly faces limitations due to lack of support, funding or other resources. EMUSA, being a private non-profit institution, dedicated to education from art and culture, being the teaching of music its main function, does not escape from this scenario. It is here when other means must be sought to solve its needs and weaknesses; being International Cooperation the immediate answer. Although this does not completely solve all the problems encountered when talking about this or any other sector, it does represent a break for these institutions, which within this dynamic find help to improve their conditions and strengthen their management and impact. Based on this reasoning, this strategy was created, based on the main needs of EMUSA, and outlines a line of work based on recommendations, with the objective of providing this institution with tools for insertion and participation in the sources of International Cooperation.
