Resumen
La presente investigación, reside en estudiar la implementación del proceso del primer acercamiento de la modalidad de teletrabajo, que da inicio como un plan piloto en la Universidad Nacional de Costa Rica, en el sector administrativo y efectuar una propuesta de mejora al mismo; esto tomando en cuenta los esfuerzos realizados, por parte de la institución en aras de la ejecución y desarrollo de un plan de teletrabajo, a raíz del Decreto Ejecutivo llamado: Aplicación del Teletrabajo en las Instituciones Públicas, dictado por la Presidencia de la República el catorce de septiembre de dos mil quince, el cual rige a partir de su publicación en el Diario Oficial La Gaceta, N° 204 del miércoles 21 de octubre del 2015. Por lo anterior, se plantea el objetivo general ¨ determinar los aspectos de mejora al proceso actual de teletrabajo, que realiza la Universidad Nacional de Costa Rica para los colaboradores del sector administrativo”, el cual se consigue a través de: un análisis de los aspectos endógenos y exógenos (análisis FODA), que permita el estudio de las ventajas y desventajas de esta modalidad; identificación de las herramientas que utiliza la UNA, para la promoción del desarrollo del teletrabajo en el sector administrativo; un análisis sobre la implementación de este en las universidades estatales; y conociendo de la percepción por parte de los colaboradores sobre este modelo laboral; para finalmente poder recomendar mejoras al proceso reciente de la institución de educación superior. Con base a lo anterior, la población de estudio son los colaboradores del sector administrativo, para el cual, se tomaron únicamente en consideración los funcionarios que, según las directrices de la institución, pueden tele trabajar, conformado por 75 unidades poblacionales, las cuales aportaron información valiosa al estudio, al igual que el personal de otras universidades estatales. Los datos e información que se recolecta sistemáticamente, según las variables expuestas con anterioridad.
The present research consists of studying the implementation of the first approach to the teleworking modality, which begins as a pilot plan at the National University of Costa Rica, in the administrative sector, and making a proposal for its improvement; This takes into account the efforts made by the institution towards the implementation and development of a teleworking plan, following the Executive Decree entitled: Application of Teleworking in Public Institutions, issued by the Presidency of the Republic on September 14, 2015, which became effective upon its publication in the Official Gazette La Gaceta, No. 204, on Wednesday, October 21, 2015. Therefore, the general objective is to "determine aspects for improvement in the current teleworking process implemented by the National University of Costa Rica for employees in the administrative sector." This will be achieved through: an analysis of endogenous and exogenous factors (SWOT analysis) to study the advantages and disadvantages of this modality; identification of the tools used by the UNA to promote the development of teleworking in the administrative sector; an analysis of its implementation in state universities; and understanding the perceptions of employees regarding this work model; to finally to be able to recommend improvements to the recent process of the higher education institution. Based on the above, the study population consists of the employees of the administrative sector, for which only those officials who, according to the institution's guidelines, can work remotely were considered, comprising 75 population units, who contributed valuable information to the study, as did the staff of other state universities. The data and information that is systematically collected, according to the variables described above.
