Resumen
El presente trabajo de investigación consiste en el desarrollo de una propuesta para el área administrativa de la Universidad Técnica Nacional, con el fin de contar con una estructura salarial que le permita retener, atraer y desarrollar el talento humano. El objetivo principal que el equipo investigador persigue es investigar el grado de equidad y consistencia en la estructura ocupacional y salarial administrativa de la Universidad Técnica Nacional en relación con las universidades de Educación Superior Estatal en Costa Rica durante el período comprendido entre los meses de Julio a Diciembre 2013. Para que exista equidad y consistencia en la organización se pretende fomentar una adecuada administración ocupacional y salarial por medio del establecimiento de una nueva propuesta, permitiendo al colaborador obtener una retribución competitiva por su alto desempeño y con ello brindar a la institución una estructura salarial equitativa y consistente con el sistema de Educación Superior Estatal de Costa Rica. Es importante señalar que para el logro de lo precitado, se recopiló información tanto de fuentes primarias como fuentes secundarias. Los datos primarios fueron tomados directamente en la Universidad Técnica Nacional a través del Director General del área de Gestión de Desarrollo Humano, y la información suministrada por las Universidades de Educación Superior Estatal. Los datos secundarios se recopilaron por medio de enciclopedias, tesis, diccionarios y artículos de internet. La investigación consta de una serie de capítulos en los que se estudia distintos temas según la importancia del estudio realizado, esta se delimita en el área de Gestión de Desarrollo Humano de la Universidad Técnica Nacional, ubicada en Villa Bonita, Alajuela; durante el período comprendido entre Julio y Diciembre 2013. El capítulo primero describe los objetivos establecidos y el desarrollo del modelo de análisis de la investigación. A su vez, el capítulo segundo hace referencia a las generalidades de la organización para la determinación del objeto en estudio y conocer sus fortalezas y debilidades que aporten datos importantes. El capítulo tercero describe de forma detallada el modelo de análisis establecido para el desarrollo de la investigación, aplicado a la Universidad Técnica Nacional. Así mismo, en el capítulo cuarto se realiza el análisis e interpretación de la información desarrollando los instrumentos que fueron planeados para la ejecución de la investigación. El capítulo de conclusiones y recomendaciones sintetiza los principales hallazgos de la investigación. Además, se brindan las sugerencias necesarias para generar un valor agregado a la Universidad Técnica Nacional.
This research study develops a proposal for the administrative department of the National Technical University (UNT), seeking to establish a salary structure that allows it to retain, attract, and develop human talent. The main objective of the research team is to investigate the degree of equity and consistency in the administrative occupational and salary structure of the National Technical University in relation to other state higher education universities in Costa Rica from July to December 2013. To achieve equity and consistency in the organization, the goal is to foster proper occupational and salary management by establishing a new proposal, allowing employees to receive competitive compensation for their high performance and thereby provide the institution with an equitable salary structure consistent with the Costa Rican state higher education system. It is important to note that to achieve this objective, information was collected from both primary and secondary sources. The primary data was collected directly from the National Technical University through the Director General of Human Development Management, and the information was provided by state higher education universities. Secondary data were collected from encyclopedias, theses, dictionaries, and online articles. The research consists of a series of chapters that explore different topics based on the importance of the study conducted. This study is centered in the Human Development Management area of the National Technical University, located in Villa Bonita, Alajuela, between July and December 2013. The first chapter describes the established objectives and the development of the research analysis model. Chapter two provides an overview of the organization to determine the object of study and identify its strengths and weaknesses, providing important insights. Chapter three describes in detail the analysis model established for the research, applied to the National Technical University. Chapter four analyzes and interprets the data, developing the instruments designed for the research. The conclusions and recommendations chapter summarizes the main findings of the research. It also provides suggestions for generating added value for the National Technical University.
