Resumen
El presente documento contiene una serie de unidades de análisis, desarrolladas mediante una secuencia lógica a través de la aplicación del Método de la Prospectiva Estratégica de la Escuela Voluntarista. En la unidad I, se destaca en el resumen ejecutivo y los resultados de la aplicación del método, que ofrece un panorama general de cómo se creó conocimiento acerca del futuro, mediante el análisis documental y los aportes de personas expertas y/oconocedoras del tema. En la unidad II, sobre el problema de futuros y el diseño de la investigación, se desglosó el tema, el cual comprende el “Análisis prospectivo estratégico sobre los futuros de la educación y formación técnica profesional (EFTP) en Costa Rica, ante cambios que exige el entorno al 2037”. El objeto de estudio de la investigación de futuros, de acuerdo con Mora (2022), es la incertidumbre asociada a un tema, puesto que se trata - como señala Jim Dator - de algo que no existe, porque aún no ha sucedido. Sobre la necesidad e importancia de realizar el estudio prospectivo, aquí se hace real importancia en la situación que vive el país en cuanto al sistema de planificación nacional y los enfoques cortoplacistas, los cuales no permiten que las instituciones puedan planificar a futuro e idear estrategias entorno a este. Esta necesidad de realizar un estudio prospectivo conlleva a la siguiente pregunta de futuro: ¿Que podría pasar en el futuro, con el sistema de EFTP en Costa Rica, ante cambios que exige el entorno?
This document contains a series of analytical units, developed through a logical sequence using the Strategic Foresight Method of the Voluntarist School. Unit I, with its executive summary and results of applying the method, provides an overview of how knowledge about the future was generated through document analysis and input from experts and/or those knowledgeable on the subject. Unit II, addressing the problem of futures and the research design, breaks down the topic, which comprises the “Strategic Foresight Analysis of the Future of Technical and Vocational Education and Training (TVET) in Costa Rica, in light of the changes demanded by the environment by 2037.” According to Mora (2022), the object of study in futures research is the uncertainty associated with a topic, since it deals—as Jim Dator points out—with something that does not yet exist because it has not yet happened. Regarding the need for and importance of conducting a prospective study, it becomes particularly relevant given the current situation in the country concerning the national planning system and its short-term approaches, which prevent institutions from planning for the future and developing strategies accordingly. This need for a prospective study leads to the following question: What might happen in the future to the TVET system in Costa Rica, given the changes demanded by the environment?
