Seguridad en el siglo XXI en un sistema internacional transformado

Abstract

Esta obra es el resultado de un proyecto de investigación inscrito en la Escuela de Relaciones Internacionales de la Universidad Nacional, Costa Rica, con vigencia entre enero de 2016 y diciembre de 2017, denominado Seguridad internacional a inicios del siglo XXI: retos y desafíos en un sistema transformado. Este proyecto se derivó de uno anterior, Conceptualización de las Relaciones Internacionales en el siglo XXI. Una perspectiva desde la periferia, que procuró una aproximación a las transformaciones que ha tenido el sistema internacional de naturaleza westfaliana, tras el fin de la Guerra Fría (1989-1990). A la fecha no se ha definido el orden internacional de esta centuria. Aunque si queda claro que el mundo está en un esquema poswestfaliano y con nuevas y diversas dinámicas en todos los niveles de acción. Como se deduce del resultado del proyecto de investigación “Conceptualización de las Relaciones Internacionales en el Siglo XXI. Una perspectiva desde la periferia”, que dio lugar al libro Reconceptualización de Relaciones Internacionales en un mundo transformado (Murillo, 2018; cfr. Murillo, 2020), las transformaciones que ha tenido el sistema internacional y su arquitectura en las últimas dos décadas y particularmente, en el último quinquenio -sobre todo por los cambios en las fronteras y dinámicas en Europa Oriental- han provocado profundos ajustes en los distintos ámbitos temáticos, tanto de naturaleza política como geopolítica y económica regional, internacional y global. A ello se agrega la visibilización, por una parte, y aparición, por otra, de actores no estatales (legítimos e ilegítimos, legales e ilegales), junto con el empoderamiento del individuo -producto de las redes sociales-, que han introducido importantes variantes en las interacciones entre agentes y también entre ellos mismos y la estructura del sistema internacional, aunque algunos actúan en el ámbito doméstico, pero con efectos trasnacionales. Estos son parte de las variaciones sistémicas y arquitectónicas del orden westfaliano. Por lo anterior, quizás una de las áreas en donde se pueden observar en amplio grado todos esos cambios es en materia de seguridad, principalmente internacional, así como en la doméstica e individual. Ha ocurrido una profunda ruptura en la frontera estatal y en las interacciones entre los distintos niveles de acción. Esto por cuanto la seguridad, en todas sus dimensiones -desde la física hasta la ontológica y epistemológica- y en todos sus ámbitos y niveles, resulta vital para que los agentes puedan desarrollarse en un sentido integral y holístico. De ahí que hoy se hace referencia a la seguridad no solo en el sentido tradicional, propio del denominado sistema westafaliano, sino que se reconoce su estrecha vinculación con la identidad, los intereses y las conductas de los distintos actores, incluidos los individuos, en resumen, del yo. Es decir, la cuestión de seguridad -muy vinculada a la de defensa- no puede pensarse solo en términos de los conflictos armados interestatales, ni tampoco como algo desconectado de la dimensión doméstica de la seguridad; debe concebirse como algo holístico que repercute desde el individuo, en su entorno inmediato, hasta lo global y planetario. Por eso hay que considerar no solo la seguridad, sino también su contraparte: la inseguridad -es una dicotomía en la que opera una constitución mutua, como se reconoce en la perspectiva constructivista de la realidad social y las relaciones internacionales-. Aspecto que debe observarse tanto en el caso de los Estados, como de actores no estatales domésticos e internacionales e individuos (sobre todo lo relativo a la seguridad humana (SH) y ambiental). De igual forma, no se puede obviar la seguridad poshumana que involucra al planeta, pues estamos en la fase de las relaciones internacionales poshumanas.

This work is the result of a research project registered at the School of International Relations of the National University, Costa Rica, valid between January 2016 and December 2017, called International Security at the beginning of the 21st century: challenges and challenges in a transformed system. This project was derived from an earlier one, Conceptualizing International Relations in the 21st Century. A perspective from the periphery, which sought an approach to the transformations that the international system of a Westphalian nature has had, after the end of the Cold War (1989-1990). To date, the international order of this century has not been defined. Although it is clear that the world is in a post-Westphalian scheme and with new and diverse dynamics at all levels of action. As can be deduced from the result of the research project “Conceptualization of International Relations in the 21st Century. A perspective from the periphery”, which gave rise to the book Reconceptualization of International Relations in a transformed world (Murillo, 2018; cf. Murillo, 2020), the transformations that the international system and its architecture have undergone in the last two decades and particularly , in the last five years -especially due to changes in borders and dynamics in Eastern Europe- have caused deep adjustments in the different thematic areas, both of a political, geopolitical and regional, international and global economic nature. To this is added the visibility, on the one hand, and the appearance, on the other, of non-state actors (legitimate and illegitimate, legal and illegal), together with the empowerment of the individual -product of social networks-, which have introduced important variants in the interactions between agents and also between themselves and the structure of the international system, although some act in the domestic sphere, but with transnational effects.

These are part of the systemic and architectural variations of the Westphalian order. Due to the foregoing, perhaps one of the areas where all these changes can be observed to a large degree is in matters of security, mainly international, as well as domestic and individual. There has been a deep rupture in the state border and in the interactions between the different levels of action. This is because security, in all its dimensions -from the physical to the ontological and epistemological- and in all its areas and levels, is vital for agents to be able to develop in an integral and holistic sense. Hence, today reference is made to security not only in the traditional sense, typical of the so-called Westaphalian system, but also its close link with the identity, interests and behavior of the different actors, including individuals, in short , of the self In other words, the issue of security -closely linked to that of defense- cannot be thought of only in terms of interstate armed conflicts, nor as something disconnected from the domestic dimension of security; It must be conceived as something holistic that affects from the individual, in his immediate environment, to the global and planetary. That is why we must consider not only security, but also its counterpart: insecurity -it is a dichotomy in which a mutual constitution operates, as recognized in the constructivist perspective of social reality and international relations-. Aspect that must be observed both in the case of States, as well as domestic and international non-state actors and individuals (especially with regard to human and environmental security). Similarly, the posthuman security that involves the planet cannot be ignored, since we are in the phase of posthuman international relations.
