Sistema de formulación y modificaciones de presupuesto para la Caja Costarricense de Seguro Social

Abstract

El presupuesto constituye el límite de acción de una institución, por lo tanto no se podrán adquirir compromisos que excedan ese límite. Sin embargo existe la posibilidad de variarlo a través del mecanismo de modificación presupuestaria, según las disposiciones y lineamientos establecidos por las entidades correspondientes. Este proyecto es producto de la visión de integración de sistemas institucionales y utilización de la tecnología informática para agilizar los procesos involucrados en el ciclo presupuestario, específicamente la asignación, administración, y evaluación del manejo de los recursos económicos de los centros de operación que se encuentran bajo la gestión de la Caja Costarricense de Seguro Social (CCSS). Su estructura está basada en la utilización de una metodología diseñada para el desarrollo de proyectos informáticos dentro de la organización. El trabajo que se presenta seguidamente, está conformado por una estructura de 6 capítulos. En el primer capítulo se describen aspectos generales de la institución, su reseña histórica, misión, visión y objetivos. Adicionalmente se trata de dar un enfoque global acerca de la unidad involucrada en el proyecto y algunos detalles de los procesos que constituyen la base de este trabajo.

The budget constitutes the limit of action of an institution, therefore, commitments that exceed that limit cannot be acquired. However, there is the possibility of varying it through the budget modification mechanism, according to the provisions and guidelines established by the corresponding entities. This project is the product of the vision of integrating institutional systems and using information technology to streamline the processes involved in the budget cycle, specifically the allocation, administration, and evaluation of the management of the economic resources of the operation centers that are under the management of the Costa Rican Social Security Fund (CCSS). Its structure is based on the use of a methodology designed for the development of IT projects within the organization. The work presented below is made up of a structure of 6 chapters. The first chapter describes general aspects of the institution, its historical review, mission, vision and objectives. Additionally, it is about giving a global approach about the unit involved in the project and some details of the processes that constitute the basis of this work.
