Identificación de actores locales para la mitigación y adaptación del cambio climático en zonas costeras costarricenses y las posibilidades de apoyo por medio de recursos de cooperación internacional: el caso de Bahía y Uvita de Osa, Región Brunca entre los años 2016-2019

Resumen
El presente informe de práctica supervisada es un documento que se presenta como
trabajo final de graduación para la Licenciatura en Gestión de la Cooperación
Internacional. El tema que se desarrolla es la “Gestión de la Cooperación Internacional e
identificación de actores locales para la mitigación y adaptación del cambio climático en
zonas costeras costarricenses: el caso de Bahía y Uvita de Osa, Región Brunca entre los
años 2016 -2019”.
Esta investigación se realiza dentro de una Organización No Gubernamental llamada
Geoporter, la cual tiene presencia en las comunidades señaladas y su principal línea de
trabajo tiene que ver con la temática ambiental, principalmente con proyectos
relacionados con el área de cambio climático. Este documento presenta el informe final
de la práctica dirigida que permitió se realiza un diagnóstico que parte de una reflexión
sobre en la evolución de la Cooperación Internacional al Desarrollo en países receptores
de cooperación. Este ha sido el caso histórico de Costa Rica, se aborda la configuración
de cooperación después de los cambios suscitados a principios del presente siglo, donde
el país pasó a ser considerado de renta media. Se toman en consideración las
implicaciones y posteriormente las oportunidades que se dan después del compromiso
internacional de los países desarrollados en aumentar el nivel de recursos para liderar la
consecución de la Agenda 2030 sobre sostenibilidad y desarrollo humano, como también
mitigación y adaptación al cambio climático.
En el caso de nuestro país se hace un repaso sobre las principales políticas nacionales
en materia de estrategia sobre cambio climático y cooperación no reembolsable.
Finalmente dentro de ese repaso se toman en consideración los principales objetivos de la
agenda nacional e internacional que tiene el país con respecto a esta estrategia,
configurando la composición de los mismos dentro de una iniciativa local en esta área.
En los últimos capítulos se trabaja en la descripción de actores interesados en una
iniciativa local en las comunidades de Bahía y Uvita sobre esta temática, se utilizan las
técnicas de encuesta y revisión bibliográfica para proporcionar una guía a la organización donde se trabaje en la articulación de actores para el desarrollo e implementación de una
estrategia de cambio climático con recursos de cooperación internacional al Desarrollo.
This supervised practice report is a document that is presented as final graduation work for the Bachelor of Cooperation Management International. The topic being developed is the "Management of International Cooperation and identification of local actors for climate change mitigation and adaptation in Costa Rican coastal areas: the case of Bahía and Uvita de Osa, Brunca Region among the years 2016 -2019 ”. This research is carried out within a Non-Governmental Organization called Geoporter, which has a presence in the aforementioned communities and its main line of work has to do with environmental issues, mainly with projects related to the area of climate change. This document presents the final report of the directed practice that allowed a diagnosis that starts from a reflection on the evolution of International Development Cooperation in recipient countries cooperation. This has been the historical case of Costa Rica, the configuration is addressed of cooperation after the changes that took place at the beginning of this century, where the country came to be considered middle income. The implications and subsequently the opportunities that arise after the engagement developed countries in increasing the level of resources to lead the achievement of the 2030 Agenda on sustainability and human development, as well as mitigation and adaptation to climate change. In the case of our country, a review is made of the main national policies on the climate change strategy and non-reimbursable cooperation. Finally, within this review, the main objectives of the national and international agenda that the country has regarding this strategy, configuring their composition within a local initiative in this area. In the last chapters we work on the description of stakeholders interested in a local initiative in the communities of Bahía and Uvita on this issue, the survey techniques and bibliographic review to provide a guide to the organization where it works in the articulation of actors for the development and implementation of a climate change strategy with international development cooperation resources.
