La cooperación internacional descentralizada dirigida a proyectos de desarrollo rural y gestionada por las Asociaciones de Desarrollo Integral de las comunidades del futuro de la Tigra y la Fortuna de San Carlos

Resumen
La Cooperación Internacional Descentralizada ha jugado un papel importante dentro del Desarrollo Nacional, aportando con recursos a proyectos que con apoyo estatal no se podrían ejecutar. Es por esto que esta modalidad de cooperación es una oportunidad, especialmente para organizaciones comunales como las Asociaciones de Desarrollo Integral de La Fortuna y de El Futuro de la Tigra de San Carlos; para potencializar la obtención recursos internacionales para el desarrollo de proyectos en estas comunidades.
Para esto, se realizó un diagnóstico en donde se mostró diferencia entre ambas asociaciones en elementos como financiación, infraestructura y experiencia en Cooperación Internacional. Una de las diferencias más significativas fue que la ADI El Futuro contaba con conocimientos básicos en proyectos más no con la experiencia en la gestión de fondos de Cooperación Internacional y la ADIFORT no contaba con los conocimientos básicos sobre proyectos más sí con la experiencia de gestión de recursos provenientes de la Cooperación Internacional.
Como resultado del análisis del diagnóstico se construyó una estrategia de gestión de la Cooperación Internacional para cada asociación a partir de su contexto, necesidades y prioridades.
Uno de los objetivos estratégicos era la realización de un programa de capacitación para ambas asociaciones sobre la gestión de la cooperación internacional descentralizada para conocer sobre la dinámica de la cooperación internacional, identificación de necesidades, formulación de proyectos y diversos mecanismos para la obtención de estos recursos; conocimientos de utilidad para que tengan mayor oportunidad de acceder a estos recursos para lograr la ejecución de los proyectos de desarrollo en estas comunidades.
Decentralized International Cooperation has played an important role in National Development, contributing resources to projects that could not be executed with state support. This is why this cooperation modality is an opportunity, especially for community organizations such as the Associations of Integral Development of La Fortuna and El Futuro de la Tigra de San Carlos, to obtain international resources for the development of projects in these communities. For this purpose, a diagnosis was made, showing differences between both associations in elements such as financing, infrastructure and experience in International Cooperation. One of the most significant differences was that ADI El Futuro had basic knowledge of projects but no experience in the management of International Cooperation funds and ADIFORT did not have basic knowledge of projects but did have experience in the management of resources from International Cooperation. As a result of the diagnostic analysis, an International Cooperation management strategy was developed for each association based on its context, needs and priorities. One of the strategic objectives was to carry out a training program for both associations on the management of decentralized international cooperation to learn about the dynamics of international cooperation, identification of needs, project formulation and various mechanisms for obtaining these resources; useful knowledge for them to have greater opportunity to access these resources to achieve the implementation of development projects in these communities.
