Situación financiera del servicio de telefonía fija del Instituto Costarricense de Electricidad: Desempeño financiero del sector de telecomunicaciones para el periodo 2011-2014

Resumen
La Superintendencia de Telecomunicaciones es el órgano encargado de regular el mercado de las
telecomunicaciones en Costa Rica y la encargada de velar por que se cumplan los objetivos y principios
consignados en la Ley General de Telecomunicaciones y sus reglamentos.
En virtud de lo anterior, la presente investigación tiene como eje principal analizar tanto el origen como
el monto del déficit que presenta la red de telefonía fija del Instituto Costarricense de Electricidad, así
como las potestades e instrumentos regulatorios que dispone la Superintendencia para brindar una
solución integral a dicho déficit.
Para determinar la situación planteada se analiza para el periodo 2011- 2014 la situación financiera de la
División de Telecomunicaciones del Instituto, el desempeño del servicio y sus sustitutos, los ingresos y
costos del servicio de telefonía fija, así como las leyes y normativa conexa en materia regulatoria, a
efecto de elaborar una serie de lineamientos y recomendaciones tendientes a coadyuvar el déficit del
servicio de telefonía fija.
El presente estudio se plantea desde un enfoque mixto de investigación, con elementos cualitativos y
cuantitativos, y dada la naturaleza del problema de investigación y los objetivos específicos
establecidos, tiene una composición de la metodología exploratoria y descriptiva.
Entre las principales conclusiones de la investigación se tiene que el servicio muestra un
comportamiento decreciente en la demanda para todo el periodo, ello ha deteriorado los ingresos
incrementando así el déficit del servicio. Entre las razones de la caída en la demanda está el efecto
sustitución que presenta tanto con el servicio móvil como con el servicio de voz fija por internet.
Superintendecia de Telecomunicaciones is the entity in charge of regulating the market of all telecommunications in Costa Rica and also to safeguard the accomplishment of the goals and principles on General Telecommunications Law and regulations. Regarding previously mentioned, the following research has as a main topic the analysis and origin of the amount of the deficit that is shown on the fixed telephone network of Instituto Costarricense de Electricidad, as well as powers and regulatory instruments that the Superintendencia has to provide an integral solution to that deficit. To determine the situation in question we have to analyze the period of time between 2011-2014 the financial situation of Telecommunications subsidiary of Institute, the performance of the service and its replacements, the incomes and costs of the fixed telephone service, as well as the laws and normative related to regulatory matters, in order to make a series of guidelines and recommendations with a tendency of cooperating with the fixed telephone service deficit. This study is planned from a mixed research approach, with qualitative and quantitative elements, and regarding the nature of the research problem and specific objectives set, it has a composition from the exploratory and descriptive methodology. Among the key findings of the investigation we realize that the service shows a decreasing behavior in demand for the entire period, which has a negative impact on the incomes causing an increment of deficit of the service. Among the reasons for the drop in demand, it´s the substitution effect that reflects on the mobile service as well as the fixed voice service through the Internet.
