Diagnóstico del comportamiento financiero de La Planta de Tratamiento de Aguas Residuales del Residencial Belén, distrito San Antonio durante los períodos 2014, 2015 y 2016 de la Municipalidad de Belén

Abstract

La municipalidad de Belén en conjunto con La Unidad de Alcantarillado Sanitario se encargan de brindar una adecuada recolección, tratamiento y disposición a las aguas residuales del cantón. La Planta de Tratamiento de Aguas Residuales del Residencial Belén ubicada en el distrito San Antonio se convirtió en el 2012, en la segunda planta construida y administrada por la Municipalidad de Belén. Actualmente, cuenta con la etapa I construida en el año 2009 y la etapa II construida en el 2015. La puesta en marcha de la Planta de Tratamiento de Aguas Residuales beneficia a 440 hogares del Residencial Belén, más el nuevo edificio municipal y el anfiteatro a construir por el ANDE en convenio con la Municipalidad. El costo total de construcción de la primera etapa tuvo un costo para el año 2009 de ¢210 000 000 (incluye el tanque de aireación, tanque de sedimentación secundaria, tanque de digestión de lodos, casa de máquina y un lecho de secado) y la segunda etapa de ¢160 000 000 para el año 2015 (caja de rejas, dos tanques de compensación y estación de bombeo, volumen de aireación, tanque de sedimentación secundaria, tanque de digestión de lodos, nuevo soplador y dos lechos de secado adicional y calle de acceso). El alcantarillado sanitario se realizó en tres etapas. La primera etapa tuvo un costo de ¢120 000 000 (incluye calle las Américas, calle Chile, avenida Argentina y avenida Brasil), la segunda etapa ¢32 000 000 (calle Costa Rica, calle Panamá, calle Colombia y alamedas oeste) y la tercera etapa ¢36 000 000 (calle Guatemala, calle Honduras, calle El Salvador y calle El Arbolito). A pesar de los beneficios que representan para los vecinos del Residencial Belén, la puesta en marcha de La Planta de Tratamiento de Aguas Residuales, para la Unidad de Alcantarillado Sanitario ha sido un proceso difícil, pues sus ingresos están relacionados con el cobro de la tarifa de A pesar de que es dictado por Ley general de salud, no todos los vecinos están de acuerdo en pagar esta tarifa, pues algunos de ellos cuentan con tanque séptico, es decir sus aguas residuales no reciben tratamiento, este tipo de inquietudes limita a la Unidad de Alcantarillado Sanitario a cumplir con los requerimientos necesarios para una adecuada prestación del servicio. En la presente investigación se diagnostica el comportamiento financiero de la planta de tratamiento de aguas residuales del Residencial Belén para los períodos 2014, 2015 y 2016, con el fin de orientar a la Municipalidad de Belén, a la toma decisiones con base en los resultados obtenidos. El trabajo de investigación se compone de cinco capítulos, el primero muestra lo correspondiente a la metodología de investigación empleada, en el segundo se establecen los aspectos de importancia de la empresa en estudio. El tercero contempla la conceptualización y definición de cada una de las variables y de otros términos relacionados. El cuarto representa todo el desarrollo del trabajo de investigación, en lo que respecta al análisis y la interpretación de la información recopilada y el último contiene las conclusiones y recomendaciones dadas por parte de los investigadores.The Belén Municipality, together with the Sanitary Sewerage Unit, is responsible for providing adequate collection, treatment, and disposal of the canton's wastewater. The Belén Residential Wastewater Treatment Plant, located in the San Antonio district, became the second plant built and managed by the Belén Municipality in 2012. It currently has Phase I, built in 2009, and Phase II, constructed in 2015. The implementation of the Wastewater Treatment Plant benefits 440 households in the Belén Residential Area, in addition to the new municipal building and the amphitheater to be built by ANDE in partnership with the Municipality. The total construction cost of the first stage was ¢210,000,000 in 2009 (including the aeration tank, secondary sedimentation tank, sludge digestion tank, machine house and a drying bed) and the second stage was ¢160,000,000 in 2015 (grille box, two compensation tanks and pumping station, aeration volume, secondary sedimentation tank, sludge digestion tank, new blower and two additional drying beds and access road). The sanitary sewer system was built in three stages. The first stage cost ¢120,000,000 (including Las Américas Street, Chile Street, Argentina Avenue and Brasil Avenue), the second stage ¢32,000,000 (Costa Rica Street, Panama Street, Colombia Street and the western avenues) and the third stage ¢36,000,000 (Guatemala Street, Honduras Street, El Salvador Street and El Arbolito Street). Despite the benefits it represents for the residents of the Belén Residential Area, the implementation of the Wastewater Treatment Plant for the Sanitary Sewerage Unit has been a difficult process, since its income is linked to the collection of the fee. Despite being dictated by the General Health Law, not all residents agree to pay this fee, since some of them have septic tanks, meaning their wastewater does not receive treatment. This type of concern limits the Sanitary Sewerage Unit from meeting the necessary requirements for adequate service provision. This research diagnoses the financial behavior of the Belén Residential Area wastewater treatment plant for the periods 2014, 2015 and 2016, in order to guide the Municipality of Belén to make decisions based on the results obtained. The research work is composed of five chapters. The first presents the research methodology used, and the second establishes the important aspects of the company under study. The third covers the conceptualization and definition of each of the variables and other related terms. The fourth represents the entire development of the research work, including the analysis and interpretation of the information collected, and the last contains the conclusions and recommendations made by the researchers.
