En América Latina y el Caribe, la Política Social –así en singular
para evitar más llamados a la disyunción– desde la última década
del siglo xx ha sufrido una reorientación notoria en su conceptualización
y accionar práctico4. El cambio más destacado es el paso de la otrora provisión de bienes y prestación de los llamados servicios sociales (paquetes de alimentos, acceso a educación y salud, dota- ción de vivienda y otros ámbitos particulares destinados a satisfacer necesidades básicas y no básicas), bajo premisas de universalidad y solidaridad; a un enfoque ahora fundamentalmente centrado en la entrega de transferencias (particularmente monetarias), concebidas como complementos al ingreso familiar, con arreglo a sistemas de identificación y focalización de la población-meta en demostrada condición de pobreza. ¿A qué obedece este cambio de paradigma? ¿Cuáles factores claves lo originan?
In Latin America and the Caribbean, Social Policy –in the singular to avoid further calls for disjunction– since the last decade of the 20th century has undergone a notorious reorientation in its conceptualization and practical actions4. The most notable change is the passage of the former provision of goods and provision of so-called social services (food packages, access to education and health, provision of housing and other particular areas aimed at satisfying basic and non-basic needs), under premises of universality and solidarity; to an approach now fundamentally centered on the delivery of transfers (particularly monetary), conceived as complements to family income, in accordance with systems of identification and targeting of the target population in a proven condition of poverty.
