El salario único en las instituciones públicas Costarricenses: Un análisis de percepción sobre las perspectivas en la colocación crediticia en el corto plazo para Coopemep en Pérez Zeledón, Costa Rica

Resumen
En la presente investigación se analiza el proyecto de ley 19.506, ley de empleo
público, que busca establecer un salario único para puestos con similares especificaciones
en el sector público, en procura de eliminar desigualdades salariales y reducir el gasto en
remuneraciones del Gobierno.
La investigación analiza la propuesta de ley desde la perspectiva de la colocación
crediticia de Coopemep, el estudio aborda el tema desde dos horizontes, en primer lugar,
se busca conocer la percepción que tiene el trabajador del Ministerio de Educación en
relación al proyecto, su nivel de conocimiento y posibles áreas de afectación desde la óptica
del acceso a financiamientos. En segundo lugar, desde la posición de la cooperativa se
pretende conocer la percepción que tiene los principales gerentes en relación al proyecto,
y si visualizan alguna posible afectación en la colocación de préstamos en el corto plazo,
esto si finalmente el proyecto de ley resultara aprobado.
Para cumplir con los objetivos planteados en la investigación, fue necesario primero
ahondar en los alcances de la propuesta de ley y los cambios que propone al régimen
actual, seguidamente, se diseñaron dos instrumentos, uno tipo encuesta, el cual fue
aplicado a la población en estudio, quienes son trabajadores del MEP residentes en el
distrito de San Isidro de El General, y el otro, una entrevista semiestructurada que se aplicó
a los Gerentes de Coopemep.
No obstante, dada la diferencia en los criterios de percepción que tienen los
asociados de la cooperativa, en relación a lo que perciben los gerentes y lo que el proyecto
de ley plantea, se optó por validar los datos mediante el juicio de expertos en el tema de
salarios únicos, para eliminar algún posible sesgo en la información, para ello se entrevistó
a dos profesionales con la experiencia de trabajar en instituciones que ya aplican el régimen
de salario único y de haber experimentado el proceso de cambio a lo interno de sus
organizaciones, las instituciones fueron el INS y el BCR.
Finalmente, los resultados de la investigación han sido de gran valor para el
investigador, pues ha permitido plantear conclusiones y recomendaciones importantes para
Coopemep, de cara a las expectativas de colocación crediticia en el corto plazo.
In this investigation, we analyzes the law project 19.506, “ Ley de Empleo Público”,in order to determinate the different positions in public sector. The investigation analyzes the law proposal from the perspective of the credit laying of Coopemep, the study tackles the topic from two horizons, first, one thinks about how to know the perception that there has the worker of the Ministerio de Educación Pública about the project, its level of knowledge and possible areas of affectation from the optics of the access to financing. Secondly, from the position of the cooperative one tries to know the perception that has the main managers about the project, and if they visualize some possible affectation in the loans laying in the short term, this if finally, the law project was turning out to be approved. To expire with the targets raised in the investigation, it was necessary first to go deep into the scopes of the proposal of law and the changes that he proposes to the current diet, second, two instruments were designed: a survey, which was applied to the population in study, who are workers of the Public Ministery of Education who are residents of the district of San Isidro del General, and other, a semi-structured interview that was applied to the Managers of Coopemep. Nevertheless, considering the difference in the criteria of perception that the associates of the cooperative have, as regards what the managers perceive and what the law project raises, one chose to validate the information by means of the judgment experts' in the topic of the only wages, to eliminate some possible slant in the information, for it one interviewed two professionals with the experience of being employed at institutions that already apply the diet of the only salary and of having experienced the change process to the internal of its organizations, the institutions were INS and BCR. Finally, the results of the investigation have been of big value for the investigator, since it has allowed to raise conclusions and important recommendations for Coopemep, facing the expectations of credit laying in the short-term.
