Resumen
Los objetivos planteados en el trabajo de investigación titulada “Deuda Pública del
Gobierno Central de la República de Costa Rica 1984-2012”, tiene como fin
realizar un estudio del comportamiento de la deuda pública y la gestión fiscal en el
periodo mencionado.
Se revisó y se documentó los enfoques teóricos de las investigaciones referidas a
la deuda pública y la gestión fiscal ya existentes; analizando sus antecedentes y
se consideró las normativas referentes a las políticas de endeudamiento de
acuerdo a lo estipulado en el marco de la Constitución Política de la República
Costa Rica, la Ley de Administración Financiera y Presupuestos Públicos de la
República de Costa Rica No. 8131, y la normativa dispuesta en los diferentes
Planes de Desarrollo.
En la metodología planteada se hizo un estudio descriptivo del comportamiento de
la deuda pública costarricense, utilizando información histórica de las fuentes
secundarias obtenidas del Ministerio de Hacienda y el Banco Central de Costa
Rica, recopilando las principales variables objeto de estudio tales como la deuda
pública del Sistema Público No Financiero, deuda del Gobierno Central y las
variables de la Gestión fiscal (ingresos, gastos, resultado primario entre otros).
Asimismo, al analizar las variables del resultado primario y la razón de la deuda
pública se puede afirmar que mediante la información histórica el déficit fiscal es
reiterativo desde 1948, a excepción de los años 2007-2008, producto de sus
frecuentes y constantes aumentos en el gasto público que en mucho supera la
recaudación fiscal; elemento que induce al endeudamiento.
Dado lo anterior, la Administración Central se ve obligada al incumplimiento del
artículo No.176 de la Constitución Política de la República de Costa Rica; de la
Ley 8131, en lo que se refiere al artículo N° 6, y a la normativa indicada en los
Planes Nacionales de Desarrollo, todo lo cual es una constante que se ha venido
presentando a través de los años.
The purpose of the objectives stated in the investigation report named “Public Debt from the Central Government of the Republic of Costa Rica 1984-2012”, are to study the public debt behavior and the fiscal management in the mentioned term. The theoretical research focuses regarding the investigations about public debt and fiscal management that exist so far, have been checked and documented. Their background has been analyzed and the procedures regarding the debt policies according to what is stated in the context of the Political Constitution of the Republic of Costa Rica, the Financial Management Law and the Republic of Costa Rica Public Budgets Number 8131 and the procedures set in the different Development Plans. A descriptive study of the Costa Rican public debt behavior has been made in the proposed methodology, by using historical information from the secondary sources obtained from the Estate Ministry and from Costa Rica´s Central bank, gathering the main variables that are being studied, such as the public debt of the Nonfinancial Public System, the Central Government´s debt and the Fiscal Management variables (income, expenses, primary result, among others). Furthermore, by analyzing the variables of the primary result and the purpose of the public debt one can state through the historic information that the fiscal deficit is reiterative since 1948, except the years 2007-2008, due to the frequent and constant raises in the public expenses that overcome by far the fiscal collection, element that induces debt. Due to what has been mentioned, the Central Management is forced not to accomplish the article number 176 from the Political Constitution of the Republic of Costa Rica, the law 8131, regarding article number 6, and the procedures stated in the National Development Plans, all of this has been constant through the years.
