Indicadores de gestión ambiental: Instrumento para medir la calidad ambiental de la Universidad Nacional de Costa Rica

Resumen
En el presente estudio se cuantificaron y sistematizaron cuatro indicadores ambientales concernientes al quehacer diario
de la Universidad Nacional de Costa Rica. Se estableció la línea base en el año 2011 y a partir de esta se plantearon
y ejecutaron medidas ambientales para alcanzar los objetivos y metas propuestas para prevenir, reducir, restaurar o
compensar el impacto ambiental negativo que está ocurriendo. Específicamente, el objetivo de este estudio fue verificar
el comportamiento de la demanda institucional de energía eléctrica, agua, combustible fósil y papel para el periodo
2011-2014 y así determinar si las acciones de mejora implementadas resultaron efectivas. Los datos mensuales utilizados
en el análisis fueron suministrados por múltiples actores internos y externos para cada campus, recinto y estación,
posteriormente se sumaron para obtener valores totales anuales; estos valores se dividieron por la población universitaria
para obtener también indicadores per cápita. El principal resultado es que a nivel per cápita se continúa disminuyendo
anualmente la cantidad de estos recursos consumidos en la institución. Los resultados obtenidos parecen ser un reflejo de
mejoras en la implementación de políticas y acciones, que integran a la totalidad de la población universitaria –personal
funcionario y estudiantes-, encaminadas hacia un desarrollo sustentable en la institución.
In the present study, four environmental indicators relating to the daily work at the Universidad Nacional de Costa Rica (National University of Costa Rica) were quantified and systematized. A baseline was established in 2011 and from it environmental measures were raised and carried out to achieve the objectives and goals to prevent, reduce, restore or compensate the negative environmental impact that is happening. Specifically, the objective of this study was to verify the behavior of the institutional demand for electrical power, water, fossil fuel and paper for the period 2011-2014 and determine if the improvement actions implemented were effective. Monthly data used in the analysis were supplied by multiple internal and external stakeholders of each Campus, Facility and Station; then added up to obtain annual total values. These values were divided by the university population also to obtain per capita indicators. The main result is that each year at per capita level, the amount of these resources consumed by the institution continually decreases. The results seem to be a reflection of improvements in the implementation of policies and actions that integrate the entire university population - staff and students - directed towards a sustainable development in the instiution.
