Resumen
En el presente documento se presentan los resultados de una investigación bibliográfica y
un análisis de los esquemas de financiamiento e incentivos para el desarrollo forestal, su evolución
en el período 1979-1995 y lo que actualmente está vigente en Costa Rica desde el 1996 hasta el
año 2021, así como los mecanismos financieros que se han implementado en varios países
latinoamericanos (Chile, Colombia, Guatemala, entre otros).
El objetivo fue identificar alternativas viables para el desarrollo del sector forestal de Costa
Rica, y, al mismo tiempo que ofrezcan oportunidades a pequeños y medianos productores de
utilizar estos instrumentos para generar empleo e impulso económico en sus comunidades.
Debido a que los pequeños productores tienen limitado acceso al financiamiento a través de
las entidades del sistema financiero nacional, surge la necesidad de una propuesta como la que se
presenta en este documento, que ofrece una visión de la situación actual y propone iniciativas
adicionales de financiamiento para el establecimiento de plantaciones forestales.
En el proceso de la investigación se utilizó, la técnica de entrevista a profesionales de
distintas instituciones costarricenses, públicas y privadas, del sector forestal, tales como
FONAFIFO, CODEFORSA, FUNDECOR, COOPEAGRI, SINAC, CFMI, ONF, BARCA S.A.,
y regentes forestales privados, lo cual aportó el criterio experto, el aporte crítico a la situación
nacional forestal actual y la contribución de conocimiento sobre posibles soluciones para reactivar
el sector forestal productivo en Costa Rica en el marco de una crisis fiscal que presiona las
decisiones políticas de inversión pública y una pandemia de COVID 19, que se mantiene por
tercer año consecutivo afectando la economía nacional, regional y mundial. Finalmente, se presentan al lector un total de tres propuestas para el fomento forestal con sus respectivas descripciones, justificación, y términos de aplicación, además del plan de negocios, antes de dar paso a la sección de conclusiones y recomendaciones, donde se sintetizan los aportes finales y reflexiones de esta investigación.
