Creación de la Oficina de Cooperación Internacional en el Programa Integral de Mercadeo Agropecuario (PIMA)

Resumen
En la actualidad, el tema de la cooperación internacional, específicamente en lo rela tivo al Programa Integral de Mercadeo Agropecuario (PIMA), constituye un aspecto esencial de la cooperación técnica, debido al interés de instituciones, organismos, entre otros, de hacer intercambios en lo que a asistencia técnica se refiere. Esto implica la implementación de políticas que favorecen el sector agroalimentario, reactivan la economía nacional y consolidan un desarrollo sostenible, moderno e inclusivo.
Esta investigación se realizó entre los años 2017 y 2020, con el objetivo de contribuir ir al fortalecimiento de los procesos de gestión institucional del PIMA, mediante el diseño de una estrategia gestora de la cooperación internacional. Se diagnosticaron las posibilidades del PIMA para gestionar una oficina de cooperación, cuyo modelo se adecue a la realidad en la institucionalidad costarricense.
Se concluyó que el PIMA, con base en su experiencia, tiene la capacidad de liderar acciones que impliquen el desarrollo de mercados mayoristas y la comercialización que emplee tecnologías innovadoras con el fin de diseñar proyectos favorables para el país. Se planteó una unidad organizativa, basada en la estructura jerárquica que ya existe en el PIMA, la cual trabaje en conjunto con el Ministerio de Planificación y Política Económica (como parte técnica de la CI), el Ministerio de Relaciones Exteriores y Culto (enlace internacional de la CI) y el Ministerio de Hacienda (enlace financiero de la CI). Finalmente, se concluyó en la necesidad de crear canales adecuados para construir alianzas comerciales, integrar a las instituciones del Estado del sector agropecuario, gestionar las alianzas apropiadas y establecer los vínculos entre las instituciones, ya sea estatales o privadas, para mejorar el comercio mayorista.
Currently, the issue of international cooperation, specifically in relation to the Comprehensive Agricultural Marketing Program (PIMA), constitutes an essential aspect of technical cooperation, due to the interest of institutions, organizations, among others, in making exchanges in as far as technical assistance is concerned. This implies the implementation of policies that favor the agri-food sector, reactivate the national economy and consolidate sustainable, modern and inclusive development. This research was carried out between 2017 and 2020, with the aim of contributing to the strengthening of PIMA's institutional management processes, through the design of a management strategy for international cooperation. The possibilities of the PIMA to manage a cooperation office were diagnosed, whose model is adapted to the reality in the Costa Rican institutionality. It was concluded that PIMA, based on its experience, has the capacity to lead actions that involve the development of wholesale markets and marketing that uses innovative technologies in order to design favorable projects for the country. An organizational unit was proposed, based on the hierarchical structure that already exists in PIMA, which works in conjunction with the Ministry of Planning and Economic Policy (as a technical part of the IC), the Ministry of Foreign Affairs and Worship (international link of the CI) and the Ministry of Finance (financial liaison of the CI). Finally, it was concluded that there is a need to create adequate channels to build commercial alliances, integrate the State institutions of the agricultural sector, manage the appropriate alliances and establish links between institutions, whether state or private, to improve wholesale trade.
