Resumen
La deuda externa se ha convertido durante los últimos años en uno
de los principales obstáculos
a la recuperación económica del país, a
tal punto que el manejo de la misma ha influido grandemente en
la
formulación y ejecución de la política económica que desde 1979, y más
concretamente desde 1983, se implementa en Panamá, y cuyo objetivo
fundamental es el de servir la deuda externa en claro detrimento de los
sectores productivos, pilares de la posible recuperación económica.
Pero la gravedad de la deuda, sin duda, es un fenómeno nuevo, que
se manifiesta como tal a partir de que la magnitud de la misma alcanzó
niveles alarmantes, y cuando variaron las condiciones en el mercado
financiero internacional.
No se puede obviar el hecho, de que la deuda
externa desempeñó un papel importantísimo a inicios de la década del
setenta.
Esta se convirtió en el recuso más accesible de que disponía
el Estado para impulsar el modelo de desarrollo 1970-80 llamado también
Plataforma de Servicios Transnacionales,
que
consistía
en
la
modernización y diversificación de los servicios que tradicionalmente se
venían prestando al resto del mundo producto de la privilegiada posición
geográfica del país.
Over the last few years, the external debt has become one of the main obstacles to the country's economic recovery, to the point that its management has greatly influenced the formulation and execution of the economic policy that since 1979, and more specifically since 1983, it has been implemented in Panama, and whose main objective is to service the foreign debt to the clear detriment of the productive sectors, pillars of possible economic recovery. But the seriousness of the debt, without a doubt, is a new phenomenon, which manifests itself as such after its magnitude reached alarming levels, and when conditions in the international financial market changed. One cannot ignore the fact that the external debt played a very important role at the beginning of the seventies. This became the most accessible resource available to the State to promote the 1970-80 development model, also called Transnational Services Platform, which consisted of modernizing and diversifying the services that had traditionally been provided to the rest of the world as a result of the privileged geographical position of the country.
