Ropas usadas: Nueva tendencia del Comercio Internacional en la República Dominicana.

Resumen
El problema consiste en que, a pesar del crecimiento de comercio de ropas usadas importadas en la República Dominicana en los últimos años, el mismo no se ha podido presentar como un avance importante para la nación, fruto de las constantes denuncias de violaciones que implican incorrecta clasificación arancelaria, así como falta de regulación del mismo. La misma estarían incidiendo negativamente en las recaudaciones derivadas por ese concepto, que debe percibir el estado dominicano y también estaría afectando a sectores que compiten con este comercio, como es el sector de tiendas de ropas nuevas instaladas en todo el país.
El propósito de esta investigación fue identificar las posibles ventajas y desventajas que representa esta actividad comercial para República Dominicana. También determinar las debilidades existentes derivada de una incorrecta clasificación arancelaria de estas mercancías, en detrimento del Estado Dominicano. Además, contribuir a la implementación de mejores prácticas y una adecuación del marco legal que ayuden a la regulación de un comercio que enrostra necesidades y carencias de algunos, así como la habilidad emprendedora de muchos.
La metodología de investigación utilizada fue de naturaleza descriptiva y se empleó el método deductivo. Se implementaron técnicas de investigación empleadas fueron la documental y la de campo.
Las técnicas de investigación que se utilizaron fueron descriptivas y de campo, apoyada en fuentes bibliográficas, análisis de trabajos de investigación existentes orientados al mismo fin, tanto local como de diferentes países, entrevistas a personas expertas en el área, así como a consumidores.
The problem is that, in spite of the growth of trade in used clothes imported into the Dominican Republic in recent years, it has not been able to present itself as an important advance for the nation, as a result of the constant denunciations of violations involving incorrect Tariff classification, as well as lack of regulation of the same. The same would be negatively affecting the revenues derived from this concept, which should be perceived by the Dominican state and would also be affecting sectors that compete with this trade, such as the sector of new clothing stores installed throughout the country. The purpose of this research was to identify the possible advantages and disadvantages of this commercial activity for the Dominican Republic. Also determine the existing weaknesses derived from an incorrect tariff classification of these goods, to the detriment of the Dominican State. In addition, contribute to the implementation of best practices and an adaptation of the legal framework that will help regulate a trade that outlines the needs and shortcomings of some, as well as the entrepreneurial ability of many. The research methodology used was descriptive in nature and the deductive method was used. Research techniques used were documentary and field research. The research techniques used were descriptive and field, supported by bibliographical sources, analysis of existing research works oriented to the same purpose, both local and from different countries, interviews with experts in the area, as well as consumers.
