Propuesta para mejorar la gestión y valoración de los riegos del área financiera y tributaria del gobierno local de Naranjo, Alajuela, Costa Rica

Abstract

La presente investigación se llevó a cabo en el área financiera y tributaria de la Municipalidad de Naranjo; donde se revisaron las actividades y resultados sobre la gestión y valoración de los riesgos, con el propósito de identificar las debilidades existentes y proponer herramientas para mejorar la gestión y valoración de los riegos inherentes y el uso eficiente de los recursos públicos.

El proyecto se desarrolló como una investigación con un enfoque mixto, donde se consideran aspectos tanto cualitativos como cuantitativos, por lo tanto, la naturaleza de la investigación se desarrolló utilizando una investigación descriptiva y explicativa, en cuanto a la metodología, esta corresponde a un caso aplicado con consulta a actores involucrados en el proceso de gestión y valoración de riesgo.

Se propone, establecer cuáles son los componentes funcionales de la evaluación de riesgos qué técnica y legalmente son de aplicación obligatoria en el sector público costarricense y analizar algunas herramientas utilizadas por las municipalidades para la valoración del riesgo.

Además, determinar la gestión y valoración de riesgos que se realiza en el área financiera y tributaria del Gobierno Local citado y analizar la brecha existente entre lo que técnica y legalmente se debe aplicar y lo que se realiza en el área financiera y tributaria de la Municipalidad de Naranjo.

Finalmente, a partir de lo anterior, proponer herramientas que fortalezcan la gestión y valoración de los riesgos en el área financiera y tributaria del Gobierno Local de Naranjo, que contribuyan al logro de sus objetivos a un uso eficiente de los recursos públicos.

The present investigation was carried out in the financial and tax area of ​​the Municipalidad de Naranjo; where the activities and results on the management and assessment of risks were reviewed, with the purpose of identifying existing weaknesses and proposing tools to improve the management and assessment of inherent risks and the efficient use of public resources. The project was developed as an investigation with a mixed approach, where both qualitative and quantitative aspects are considered, therefore, the nature of the investigation was developed using a descriptive and explanatory investigation, in terms of methodology, this corresponds to a case applied with consultation to actors involved in the risk management and assessment process. It is proposed to establish what are the functional components of risk assessment that are technically and legally mandatory in the Costa Rican public sector and analyze some tools used by municipalities for risk assessment. In addition, determine the management and risk assessment that is carried out in the financial and tax area of ​​the aforementioned Local Government and analyze the existing gap between what should be technically and legally applied and what is done in the financial and tax area of ​​the Municipality. of Orange. Finally, based on the above, propose tools that strengthen the management and assessment of risks in the financial and tax area of ​​the Local Government of Naranjo, which contribute to the achievement of its objectives to an efficient use of public resources.
