Utilización de la estrategia de teletrabajo para dar continuidad a la organización del trabajo ante una pandemia como el COVID-19 en el Instituto Costarricense de Acueductos y Alcantarillados

Resumen
Planteamiento del problema En el siguiente apartado, se desarrolla el eje principal sobre el cual se fundamenta el trabajo de investigación, delimitando la problemática en estudio, así como todoslos aspectos relevantes acerca de la interrogante y sus variables. Descripción del problema Actualmente, el teletrabajo responde a la necesidad de tener cambiosen las organizaciones y en sus formas de trabajar, con el fin de aprovechar las distintas herramientas tecnológicas que han surgido gracias a los esfuerzos por la modernización y virtualización en los distintos procesos. Por otra parte, pretende brindar nuevas oportunidades de mejora en la productividad de los colaboradores y en la utilización óptima de los recursos que posean las organizaciones. Para efectos de esta investigación, se tiene como propósito obtener resultados de cómo esta nueva forma de trabajo contribuye, específicamente, en instituciones del sector público, en donde se han mantenido sin ninguna estrategia nueva que incluya las formas remotas para trabajar; comprendiendo que existen aspectos, tanto positivos como negativos, que deben ser analizados.Núñez y Quirós (2017) hacen referencia a los aportes que posee el teletrabajo y, como aspectos positivos, destacan que se tiene mayor oportunidad de brindar una amplia opción de ofertas laborales, para así aumentar y fomentar la inclusión depersonas con condiciones distintas. Asimismo, permite que, tanto puestos especializados como losque no lo son, mientras cumplan con los requisitos y se puedan teletrabajar, opten por la facilidad de esta modalidad. Por otra parte, permite que la organizaciónmejore sus procesos, eliminando aquellos que sean redundantes o innecesarios; además, a nivelindividual, el colaborador se ve beneficiado, ya que, en la mayoría de los casos, significa ahorros en transporte, alimentación y un mayor aprovechamiento del tiempo. Otro aspecto positivo es que influye en la motivación del trabajador al existir la posibilidad de una flexibilidad horaria y espacios más amplios para compartir con sus familias.A pesar de lo anterior, dentro de las estrategias que se plantean como organización, se deben considerar los aspectos negativos, para buscar constantemente cómo contrarrestar o mejorar dichos elementos. Description of the problem Currently, teleworking responds to the need for changes in organizations and their ways of working, in order to take advantage of the different technological tools that have emerged thanks to the efforts for modernization and virtualization in the different processes. On the other hand, it aims to provide new opportunities for improvement in the productivity of employees and in the optimal use of the resources that organizations possess. For the purposes of this research, the purpose is to obtain results on how this new way of working contributes, specifically, in public sector institutions, where they have remained without any new strategy that includes remote ways of working; understanding that there are aspects, both positive and negative, that must be analyzed. Núñez and Quirós (2017) refer to the contributions that teleworking has and, as positive aspects, they highlight that there is a greater opportunity to provide a wide choice of job offers , in order to increase and promote the inclusion of people with different conditions. Likewise, it allows both specialized positions and those that are not, as long as they meet the requirements and can telecommute, to opt for the ease of this modality. On the other hand, it allows the organization to improve its processes, eliminating those that are redundant or unnecessary; In addition, at the individual level, the collaborator benefits, since, in most cases, it means savings in transportation, food and better use of time. Another positive aspect is that it influences the motivation of the worker, as there is the possibility of flexible hours and wider spaces to share with their families.
