Resumen
Internet ha venido a sustituir la forma en que la información se suministra a las personas desde una perspectiva nueva e innovadora. Hoy más que nunca. millones de usuarios navegan por esta red cibernética buscando todo tipo de información.
Según las declaraciones realizadas en la Cumbre Mundial sobre la Sociedad de la Información (Unión Internacional de Telecomunicaciones, 2006): llevada a cabo en Ginebra; se expone como meta la colaboración de organismos tales como. la Unión Internacional de Telecomunicaciones (UIT), la Organización de las Naciones Unidas para
la Educación, la Ciencia y la Cultura (UNESCO), y el Departamento de Asuntos Económicos y Sociales de la Organización de las Naciones Unidas (ONU); para que tanto la infraestructura como las tecnologías de información y comunicación. incluyendo los sitios Web, puedan ser utilizadas en un ambiente propicio de igualdad de oportunidades.
Sin embargo, pese a estas declaraciones, en la actualidad podemos encontrar gran cantidad de sitios Web que no siguen ningún tipo de estándares de usabilidad y accesibilidad; dando como resultado un alto porcentaje de páginas en Internet que no cuentan con los requerimientos mínimos para que personas con algún tipo de discapacidad puedan navegar y obtener información de manera óptima.
La falta de implementación de estándares de usabilidad y accesibilidad en el desarrollo de sitios Web, es un problema que afecta a todos los países del Globo, creando como consecuencia desigualdad de oportunidades en relación con el acceso a la información Web. Es por ello, que es de suma importancia para el Proyecto Gobierno Digital de Costa Rica, determinar y cuantificar las principales deficiencias en relación con la implementación de los estándares de usabilidad y accesibilidad que presentan sus sitios Web.
Teniendo en cuenta lo anterior. la presente investigación consiste en la elaboración de dos entregables: el primero consiste en un diagnóstico de treinta (30) sitios Web. previamente seleccionados por la Secretaria Técnica de Gobierno Digital de Costa Rica (ver Anexo III, Correo 2: Listado de Sitios Web por Analizar): el cual permite determinar en qué aspectos se incumplen las normas de usabilidad y accesibilidad Web dentro de cada uno de esos sitios. Dicho diagnóstico se elabora a través de los siguientes tres pasos: a) Una pregunta o enunciado que permite corroborar si se cumple con una norma específica. b) El resultado positivo o negativo tras evaluar la aplicación del enunciado en la página Web. c) Recomendaciones de cómo subsanar la deficiencia identificada.
Una vez finalizado el diagnóstico de estos 30 sitios Web, se lleva a cabo el segundo entregable, en el cual se verá en detalle el caso del Consejo de Seguridad Vial, en donde se implementaron todas las recomendaciones planteadas en este documento.

Millions of users browse this cybernetic network looking for all kinds of information. According to statements made at the World Summit on the Information Society (International Telecommunication Union, 2006): held in Geneva; The collaboration of organisms such as. the International Telecommunication Union (ITU), the United Nations Organization for Education, Science and Culture (UNESCO), and the Department of Economic and Social Affairs of the United Nations (UN); so that both the infrastructure and the information and communication technologies. including the Web sites, can be used in an environment conducive to equal opportunities. However, despite these statements, we can currently find a large number of Web sites that do not follow any type of usability and accessibility standards; resulting in a high percentage of Internet pages that do not have the minimum requirements for people with some type of disability to navigate and obtain information optimally. The lack of implementation of usability and accessibility standards in the development of Web sites is a problem that affects all the countries of the Globe, creating as a consequence inequality of opportunities in relation to access to Web information. For this reason, it is extremely important for the Costa Rica Digital Government Project to determine and quantify the main deficiencies in relation to the implementation of the usability and accessibility standards that their Web sites present. Taking into account the above. The present investigation consists of the elaboration of two deliverables: the first consists of a diagnosis of thirty (30) Web sites. previously selected by the Technical Secretariat of Digital Government of Costa Rica (see Annex III, Mail 2: List of Websites to be Analyzed): which allows determining in which aspects the standards of usability and Web accessibility are breached within each of those sites. Said diagnosis is elaborated through the following three steps: a) A question or statement that allows corroborating whether a specific norm is met. b) The positive or negative result after evaluating the application of the statement on the Web page. c) Recommendations on how to remedy the identified deficiency. Once the diagnosis of these 30 websites is completed, the second deliverable is carried out, in which the case of the Road Safety Council will be seen in detail, where all the recommendations raised in this document were implemented.
