Propuesta de un programa de formación continua en bioética a partir del análisis del funcionamiento del comité ético científico del Hospital San Juan de Dios, San José, Costa Rica y del comité ético asistencial del Hospital San Juan de Dios, Zaragoza, España : la ética del cuidado como estrategia para fortalecer el sector salud costarricense

Resumen
Para comprender cómo se ejecuta la bioética en el sector sanitario
costarricense y tener una perspectiva internacional del tema, en la presente
investigación aplicada se consideró relevante estudiar la estructura y
funcionamiento de los comités, llevando a cabo actividades presenciales en
el Comité Ético Científico (CEC) del Hospital San Juan de Dios (HSJD), de
San José, Costa Rica y en el Comité Ético Asistencial (CEA) del Hospital San
Juan de Dios, de Zaragoza, España. Durante el periodo en que se desarrolló
el proyecto se tuvo la oportunidad de estar presente en al menos una de las
sesiones que realizaron los comités, además se efectuó una encuesta a sus
miembros para recopilar datos demográficos e identificar cuál es su
percepción sobre el concepto cuidado y la ética del cuidado.
Es importante recalcar que al ser los comités bioéticos equipos
interdisciplinarios, se trabajó con personas de diversas profesiones, las cuales
pueden poseer, o no, formación en ciencias de la salud. En este caso en
particular, con la participación de personas de dos nacionalidades diferentes,
las distintas realidades sociales y culturales aportaron perspectivas diversas
a la investigación.
Partiendo del análisis de las características de los comités éticos
involucrados en dicho proyecto, se pudo visualizar cómo desempeñan sus
labores, las fortalezas y debilidades de estos y cuál es su precepción sobre la
ética del cuidado. Esto sirvió como base para entablar una red de
comunicación internacional entre los comités involucrados y para contar con
herramientas prácticas que permitieron elaborar el programa de formación
continua basada en la ética del cuidado, el cual pretende fortalecer al sistema
sanitario costarricense.
In order to understand how bioethics is executed in the Costa Rican health sector and to have an international perspective on the subject, in this applied research it was considered relevant to study the structure and functioning of the committees, carrying out face-to-face activities in the Scientific Ethics Committee (CEC) of the San Juan de Dios Hospital (HSJD), in San José, San José. Costa Rica and the Healthcare Ethics Committee (CEA) of the San Juan de Dios Hospital, in Zaragoza, Spain. During the period in which it was developed the project had the opportunity to be present in at least one of the meetings held by the committees, and a survey of their to collect demographic data and identify what their Perception of the concept of care and the ethics of care. It is important to emphasize that since the bioethics committees are teams interdisciplinary activities, we worked with people from different professions, who they may or may not have a background in health sciences. In this case, in with the participation of persons of two different nationalities, different social and cultural realities brought different perspectives to research. Based on the analysis of the characteristics of the ethics committees involved in this project, it was possible to visualize how they perform theirthe strengths and weaknesses of these tasks, and what is their perception of the ethics of care. This served as the basis for a network of international communication between the committees involved and to have practical tools that led to the development of the training programme based on the ethics of care, which aims to strengthen the Costa Rican health system.
