Propuesta de estrategia para promover la cooperación Sur-Sur en la investigación académica de la UNED

Resumen
En el contexto de la disminución de los recursos de cooperación internacional que
enfrentan la mayoría de los países de América Latina, clasificados de Renta Media, entre
ellos Costa Rica, se hace necesario que las instituciones -y en especial las universidadesdesarrollen nuevas formas de cooperar y de establecer alianzas con sus homólogas.
La Universidad Estatal a Distancia (UNED) se incluye en el catálogo de oferta de
cooperación técnica del país, dentro de las fichas técnicas de las entidades con diversos
temas de especialización, además cuenta con experiencia a través de los proyectos y redes
de investigadores que se han desarrollado mediante la vinculación con diversas
universidades de América Latina.
El estudio que se presenta persigue contribuir con una propuesta de estrategia para
que la UNED promueva mecanismos de Cooperación Sur-Sur para el intercambio de
experiencias en uno de los principales ejes de acción de las universidades, el cual es la
investigación académica, logrando con ello la formación de comunidades científicas que
benefician tanto a investigadores como a docentes y estudiantes.
La propuesta de estrategia facilitaría a la Vicerrectoría de Investigación de la UNED
contar mecanismos y procedimientos estandarizados para una mejor articulación y
coordinación de las iniciativas para el intercambio de Cooperación Sur-Sur con otras
universidades, o bien, mediante mecanismos de triangulación. Dichos procesos
permitirían además un acompañamiento técnico más adecuado para la gestión de los
proyectos de investigación desarrollados por la institución.
Con dicha estrategia será posible la identificación de la oferta y la demanda de
cooperación en el ámbito universitario, además de concertar posibles alianzas con socios
para nuevas investigaciones. Asimismo, la sistematización de las experiencias de
Cooperación Sur-Sur que se desarrollen en la UNED permitirá registrar la experiencia
como una guía para otros investigadores y proyectos.
In the context of the decline of international cooperation resources faced by most of the countries of Latin America, Middle Income classified, including Costa Rica, it is necessary that institutions and especially the universities to develop new forms of cooperate and establish partnerships with their counterparts. The Universidad Estatal a Distancia (UNED) is included in the catalog offer technical cooperation of the country, within the technical institutions with different areas of specialization chips, also has experience through projects and networks of researchers have been developed by linking with universities in Latin America. The study presented here seeks to contribute to a strategy proposal to UNED mechanisms promote South-South Cooperation for the exchange of experiences in one of the main lines of action of the universities, which is academic research, thereby achieving the formation of scientific communities that benefit both researchers and teachers and students. The proposed strategy would provide the Vice-Rector for Research at UNED counting mechanisms and standardized procedures for better articulation and coordination of initiatives for the exchange of South-South Cooperation with other universities, either by triangulation mechanisms. These processes also enable better technical support for the management of research projects developed by the institution. With this strategy it is possible to identify the supply and demand for cooperation in the university, in addition to possible alliances with partners to arrange for further research. Also, the systematization of experiences of South-South cooperation taking place in the UNED allow recording the experience as a guide for other researchers and projects.
