Resumen
En Costa Rica se viene en los últimos años un proceso de carácter social que es el incremento del número y el tipo personas que practican el deporte como actividad recreativa y la recreación como tal. Al mismo tiempo, se viene dando en el ámbito, tanto las ciencias médicas como de las ciencias sociales y la educación, un creciente reconocimiento de que estas actividades son importantes para la salud física y mental de las personas, y por tanto, una necesidad disfrutar de calidad de vida. Por otra parte, una amplia legislación en lo referente a Derechos Humanos, tanto a nivel nacional como internacional, plantea el derecho al goce del tiempo libre por parte de todos los seres humanos.
Ante esta realidad, se plantea la realización de una investigación de carácter exploratorio a fin de conocer de manera general la situación de la actividad deportivo-recreativa en nuestro a partir del juicio de expertos y expertas en esa materia y de documentación del Instituto Costarricense del Deporte y la Recreación (ICODER). Utilizando un cuestionario aplicado en forma entrevista se trata conocer las políticas y programas generales que impulsa el Estado, los proyectos que desarrollan los y las especialistas, tanto en el ICODER, como en la Universidad Nacional, en la Universidad de Costa Rica y en el Comité Cantonal de Deporte y Recreación San José, su evaluación, del impacto de dichos programas y en qué medida consideran que la población de nuestro país ha internalizado el hecho de que la actividad deportiva y la recreación, en la medida en que necesidades, son también Derechos Humanos.
In Costa Rica, a process of social character has been taking place in recent years, which is the increase in the number and type of people who practice sports as a recreational activity and recreation as such. At the same time, there is a growing recognition in the medical sciences, social sciences, and education that these activities are important for the physical and mental health of people, and therefore, a need to enjoy quality of life. Moreover, extensive human rights legislation, both at the national and international levels, addresses the right to the enjoyment of leisure by all human beings. In view of this reality, an exploratory investigation is proposed in order to know in a general way the situation of the sport-recreational activity in our country, based on the judgment of experts in this matter and on the documentation of the Costa Rican Institute of Sport and Recreation (ICODER). Using a questionnaire applied in the form of an interview, the aim is to learn about the general policies and programs promoted by the State, the projects developed by the specialists at ICODER, the National University, the University of Costa Rica and the San José Cantonal Committee for Sport and Recreation, their evaluation, the impact of these programs and the extent to which they consider that the population of our country has internalized the fact that sport and recreation, to the extent that they need it, are also human rights.
