Resumen
El Instituto Costarricense de Electricidad es una entidad estatal que maneja los negocios de Electricidad y telefonía en Costa Rica. Ha sido una empresa solida con gran trayectoria en el mercado. Recientemente enfrenta una competencia en su entorno, lo cual requiere una restructuración de sus procesos.
El Proceso Control de la Gestión, en la División Gestión Financiera, de la Gerencia de Finanzas; entre sus diferentes tareas se destaca: el pago a los proveedores mediante entidades bancarias, a través de la Carta de Crédito. Los medios de pago utilizados por el área han evolucionado a través de la experiencia recopilada en su aplicación; sin embargo los procesos manuales son insuficientes para legitimar las transacciones, así como verificar la trazabilidad de los documentos a lo largo de una línea de tiempo.
El proyecto a realizar tiene como fin identificar los flujos de trabajo de las Cartas de Crédito desde su solicitud, el paso por posibles estados ya sea enmienda o discrepancia (si estas poseen errores en su formulación o cobro), hasta su autorización de pago. Cada uno de estos con la respectiva firma digital del funcionario ejecutante. A su vez es necesario la interoperación con los sistemas alineados a la cadena valor del Instituto Costarricense de Electricidad.
Finalmente el producto desarrollado mediante la guía de División de Informática Corporativa, sumado a la documentación solicitada por la PMO, brinda un insumo significativo a la empresa. Se logró agilizar las reglas de negocio, eliminar pasos intermedios entre procesos, disminuir recursos físicos (menos utilización de papel), y ajustar a los objetivos del departamento a las tecnologías vigentes, ambientado a un entorno web restringido por la intranet de la institución.
The Costa Rican Electricity Institute is a state entity that manages the Electricity and telephony businesses in Costa Rica. It has been a solid company with great experience in the market. It recently faces competition in its environment, which requires a restructuring of its processes. The Management Control Process, in the Financial Management Division, of the Finance Department; Among its different tasks, the following stands out: payment to suppliers through banking entities, through the Letter of Credit. The means of payment used by the area have evolved through the experience gathered in its application; however, manual processes are insufficient to legitimize transactions, as well as verify the traceability of documents along a time line. The purpose of the project to be carried out is to identify the workflows of the Letters of Credit from their request, the passage through possible states, be it amendment or discrepancy (if they have errors in their formulation or collection), until their payment authorization. Each of these with the respective digital signature of the executing official. At the same time, interoperation with the systems aligned to the value chain of the Costa Rican Electricity Institute is necessary. Finally, the product developed through the guide of the Corporate Information Division, added to the documentation requested by the PMO, provides a significant input to the company. It was possible to streamline business rules, eliminate intermediate steps between processes, reduce physical resources (less use of paper), and adjust the department's objectives to current technologies, set in a web environment restricted by the institution's intranet.
