Percepción de los estudiantes regulares con relación a la gestión del plan de estudios de Bachillerato y Licenciatura en Planificación Económica y Social, durante el periodo del I ciclo 2017 al II ciclo 2020

Abstract

La Escuela de Planificación y Promoción Social (EPPS) es una unidad académica que ubica su quehacer en la Facultad de Ciencias Sociales de la Universidad Nacional. Esta Escuela fue fundada en el año 1974, por lo que cuenta con 47 años de experiencia en procesos participativos en torno a planes, programas y proyectos en el área de la planificación, mediante la utilización de teorías y metodologías que promueven la gestión de un desarrollo integral y sostenible. El interés por llevar a cabo esta investigación surge a partir de que la Escuela de Planificación y Promoción Social ha efectuado diversas evaluaciones y autoevaluaciones en las cuales no se ha profundizado en el criterio de la población estudiantil acerca de la gestión del plan de estudios, por esto se determina la necesidad de que el estudiante regular exponga su percepción con respecto a las fortalezas y debilidades que identifica en la gestión del plan de estudios de Bachillerato y Licenciatura en Planificación Económica Social. Esta investigación parte del compromiso de la Escuela de Planificación y Promoción Social por ofrecer a la sociedad costarricense una educación de calidad, con el fin de formar profesionales de excelencia, capaces de responder a las exigencias del mercado laboral. Para ello se requiere un constante análisis de los procesos vinculados con la construcción y la estructura del plan de estudios de la carrera, así como de su aplicación. La investigación realizada implicó un acercamiento a las características de la gestión del plan estudios por parte de la unidad académica, definidas a partir de la normativa vigente en la Universidad Nacional. Este análisis se enfocó en la gestión organizativa, los mecanismos implementados para la orientación y gestión de la carrera, la normativa institucional que orienta el nombramiento y registro del personal académico, así como los mecanismos que se aplican para la evaluación, actualización y comunicación del plan de estudios de la carrera. Por otra parte, se ahondo en las particularidades de los espacios de encuentro del personal para la coordinación y seguimiento de la gestión de la carrera, así como el tipo de revisiones de la oferta académica y los compromisos de mejoramiento continuo adquiridos por la unidad. Para efectos del estudio en cuestión, los elementos descritos por los estudiantes regulares de Bachillerato y Licenciatura en Planificación Económica y Social se agruparon a partir de cuatro grandes factores, estos son: educación integral, modelo educativo, modelo académico y gestión de calidad. Se destaca que la Escuela de Planificación y Promoción Social ha emprendido acciones para la mejora del plan de estudios de Bachillerato y Licenciatura en Planificación Económica y Social, tal como el rediseño curricular puesto en marcha en el I ciclo del 2021; no obstante, para lograr su correcta implementación, debe contemplarse la percepción del estudiante regular en su planteamiento, ejecución, seguimiento y evaluación. En síntesis, para que esta y otras iniciativas propuestas por la EPPS tengan el resultado esperado, es necesario incorporar la perspectiva de la comunidad estudiantil en la toma de decisiones asociadas al plan de estudios.
