Resumen
En Costa Rica actualmente la gestión de la cooperación en los distintos cantones se orienta al tipo descentralizada. Esta dinámica permite a los municipios incentivar el desarrollo de su región con ayuda de fuentes o fondos de cooperación que complementan los recursos locales. Esta investigación consistió en un trabajo que intenta explicar cómo canalizar recursos de cooperación descentralizada a partir de la creación de una Oficina de Cooperación Internacional y Relaciones Externas, permitiría al ente municipal atender las necesidades de desarrollo social de la población que han sido poco provistas. Para llevar a cabo la importante labor de gestionar los recursos provenientes de la cooperación, es necesario contar con una Oficina o Departamento de Cooperación Internacional dentro de la estructura administrativa del municipio, debido a que canalizar estos fondos es una labor continua que requiere conocimientos técnicos y especializados en el área de las Relaciones Internacionales y la gestión de la Cooperación Internacional, para así aprovechar al máximo las ofertas internacionales de cooperación, según las tendencias de los cooperantes actuales. La investigación realizada explica las ventajas que genera la cooperación descentralizada en una Municipalidad mediante una oficina especializada en cooperación internacional, con un rol activo en la búsqueda y la gestión de proyectos, que administra las relaciones externas para la cooperación, de manera alineada y estratégica a las necesidades prioritarias de desarrollo del cantón. Se plantea así un modelo que expone los beneficios que generaría y los requerimientos generales para implementarlo dentro de la oficina.
In Costa Rica, cooperation management in the various cantons is currently oriented toward a decentralized approach. This dynamic allows municipalities to incentivize the development of their region with the help of cooperation sources or funds that complement local resources. This research aimed to explain how channeling decentralized cooperation resources through the creation of an Office of International Cooperation and External Relations would allow the municipal entity to address the underserved social development needs of the population. To carry out the important task of managing cooperation resources, it is necessary to have an International Cooperation Office or Department within the administrative structure of the municipality. This is because channeling these funds is an ongoing task that requires technical and specialized knowledge in the areas of International Relations and International Cooperation management, in order to maximize the availability of international cooperation, based on current donor trends. The research conducted explains the advantages generated by decentralized cooperation in a municipality through a specialized international cooperation office, which plays an active role in project search and management and manages external relations for cooperation, aligned and strategic with the canton's priority development needs. A model is proposed that outlines the benefits it would generate and the general requirements for its implementation within the office.
