Resumen
El “Plan para la Creación de una Red para la Gestión de la Cooperación Técnica Internacional entre las alcaldías de San Mateo y Orotina de Alajuela” surge a raíz de la interrogante ¿Cómo mejorar el desarrollo local de cantones, como San Mateo y Orotina de Alajuela, a través de la Cooperación Técnica Internacional?
Para responder tal interrogante, se propone a ambas alcaldías llevar a cabo la gestión de la Cooperación Técnica Internacional (CTI) de forma interinstitucional mediante la formación de la red, la cual, al generar esfuerzos coordinados, permitirá abordar temas de necesidad e interés común, con el fin de aprovechar los recursos captados en proyectos que beneficien, simultáneamente, a ambas alcaldías.
Dado lo anterior, el fortalecimiento de la internacionalización municipal en Costa Rica se considera uno de los principales aportes que este estudio brinda a las Relaciones Internacionales. Cabe mencionar que el proceso de investigación permitió identificar las necesidades que requieren la atención de la CTI en ambas localidades, por tanto, el proyecto se apega a la realidad de dichas entidades.
Previo al establecimiento de la Red para la Gestión de la Cooperación Técnica Internacional (RGCTI), como paso inicial se plantea la creación del Área de Cooperación Internacional (ACTI) en cada municipalidad en estudio; el ACTI se encargará de buscar solución a las necesidades específicas de su respectivo cantón, mientras que la Red se enfocará en las necesidades comunes presentes en ambas comunidades.
Con el propósito de alcanzar el buen funcionamiento de la red, se propone el Plan de CTI, compuesto por diez proyectos, el cual prioriza la ayuda alineándola coherentemente con los objetivos nacionales de manera que es un complemento que no se excluye de los esfuerzos del país.
The "Plan for the Creation of a Network for the Management of International Technical Cooperation between the municipalities of San Mateo and Orotina de Alajuela" arises from the question "How to improve the local development of cantons, such as San Mateo and Orotina de Alajuela, through International Technical Cooperation? To answer this question, it is proposed to both municipalities to carry out the management of International Technical Cooperation (ITC) in an inter-institutional way through the formation of the network, which, by generating coordinated efforts, will allow addressing issues of common need and interest, in order to take advantage of the resources raised in projects that benefit, simultaneously, both municipalities. Given the above, the strengthening of municipal internationalization in Costa Rica is considered one of the main contributions of this study to International Relations. It is worth mentioning that the research process made it possible to identify the needs that require the attention of the ECI in both localities, therefore, the project is attached to the reality of these entities. Prior to the establishment of the Network for the Management of International Technical Cooperation (RGCTI), the initial step is the creation of the International Cooperation Area (ACTI) in each municipality under study; the ACTI will be responsible for seeking solutions to the specific needs of its respective canton, while the Network will focus on the common needs present in both communities.
