Elaboración de un manual para la gestión de la cooperación internacional en la Unidad de Relaciones Internacionales y Cooperación del Instituto Nacional de las Mujeres (INAMU)

Resumen
En los últimos años, Costa Rica ha presentado una tendencia decreciente en términos de los flujos de la Cooperación Internacional para el Desarrollo (en adelante CID) que se gestiona en el país; esta situación se ha dado, en gran medida, a causa de la categorización como País de Renta Media Alta (PRMA) ante la Organización para la Cooperación y el Desarrollo Económico (OCDE); sin embargo, esta no es la única causante de este fenómeno, sino que en el país según el análisis de Estado de la Nación, no todos los proyectos de CID son gestionados a través del Ministerio de Planificación (MIDEPLAN).
Esta situación se ve reflejada en instituciones como el Instituto Nacional de las Mujeres (INAMU), en el cual, la Unidad de Cooperación y Relaciones Internacionales (en adelante UCRI) enfrenta dificultades para democratizar el procedimiento adecuado de cómo gestionar los fondos para la generación de proyectos de CID; de este modo, a través del desarrollo de esta práctica dirigida, se diseña un instrumento de gestión de la cooperación internacional en la UCRI, que permite establecer los procedimientos y trámites requeridos tanto a nivel intrainstitucional como a nivel interinstitucional.
