Análisis de la gestión del Sistema Público Nacional de Innovación y sus efectos sobre tres startups de la Región Chorotega

Abstract

En esta investigación se realizó un análisis de la gestión del sistema público nacional de innovación, así como sus efectos en tres startups en una región no GAM, como lo es la Región Chorotega. El documento muestra como principales hallazgos que la calidad educativa de la región influye sobre las oportunidades que los pobladores pueden acceder en cuanto a calidad y cantidad, del mismo modo que no faculta a sus egresados con habilidades necesarias para apropiarse de sus conocimientos y generar ideas innovadoras que generen emprendimiento. Del mismo modo se tiene que el actual sistema de innovación se encuentra fragmentado, no tiene un orden o una dirección establecida desde la norma que permita la eliminar la fragmentación de programas o instrumentos, así como de recursos tanto humanos como financieros, aunque ello también se percibe como una oportunidad de mejora al sistema. Además, resalta que, desde la norma, también se debería de generar un concepto de lo que se debe de entender por “startup” ya que ello dificulta el acercamiento de programas dadas sus características disímiles a emprendimientos tradicionales y con ello, subsanar las limitaciones que este tipo de emprendimientos tienen en cuanto a acceso a apoyo técnico, tiempos de respuesta del estado, financiamiento y garantías de acceso a este financiamiento, fondos no reembolsables, entre otros. El cuerpo de documento esta segmentado en siete capítulos, los cuales son 1) antecedentes y contexto de la investigación, 2) las startups como un dinamizador del desarrollo territorial rural: elementos para una agenda de políticas públicas, donde se expone el marco teórico, 3) marco metodológico, 4) contexto nacional de la i + d y el estado de la Región Chorotega, 5) el sistema público nacional de innovación, sus políticas y programas, 6) las startups de la Región Chorotega, y 7) conclusiones y recomendaciones.

In this document we analyze the public policy management of the national innovation system aimed to promote entrepreneurship, and the effects on three selected startups in the region Chorotega. We identified three main factors that constrain the effectiveness of the current national innovation system, for the development of startups in regions outside the Great Metropolitan Area (regions non-GAM). The first constraining factor is the quality of public education in the region of study. This problem makes impossible to many people to aspire to much better-paid jobs, while at the same time, it does not create capacities amongst the youngers, that enabling them to self-appropriating knowledge aimed to evolved ideas into entrepreneurships. The second constraining factor has to do with the fragmentation of the current national innovation system. This drawback causes a high dispersion of the public action in promoting startups. Hence, different policy instruments are implemented without responding to one single political goal at national level, while perhaps duplicating specific aims at different levels. Financial and human resources are less effective in the absence of one national policy purpose. The third factor refers to the lack of a unified concept around what is a startup. By conceptually separating startups from others forms of entrepreneurships, it is expected a more effective design of policy instruments, in promoting and strengthening of startups in non-GAM regions. Resources and advice can be better allocated to startups at the time they need, in the form they need. Stated otherwise, before addressing the needs of startups, establishing a clear understanding of what is this type of entrepreneurship is required. We develop the analysis along the former identified constraints for startups, while we provide some elements for a better policy design. The rest of the document is organized as follows: Chapter one shows the context of this research. In chapter two we establish the relationship between public policy, startups, and local development. The methods and type of information is specified in chapter three, while the current situation of research and development initiatives, both at national level and the region Chorotega, is presented in chapter four. In chapter five we analyze the national innovation system aimed to promote entrepreneurship, its policies and instruments. In chapter six we present the perspective of the unique three consolidated startups in the region Chorotega. We concluded and formulated recommendations in chapter seven.
