Políticas medioambientales en Costa Rica sobre la “acción sobre el clima” de los Objetivos de Desarrollo Sostenible de las Naciones Unidas

Resumen
El cambio climático es una problemática ambiental que desborda las fronteras del Estado-nación. Es el desafío del siglo XXI granjeado por el éxito de la era industrial. Siendo el resultado de nuestro modelo de producción y desarrollo es por lo tanto un producto de nuestra acción colectiva y por ende de responsabilidad común. Sin embargo, el problema del cambio climático a la hora de sentar responsabilidades presenta una asimetría funcional que reparte costes y beneficios de forma desigual. La asimetría permite que los Estados que más contribuyen con el fenómeno por medio de la emisión de gases de efecto invernadero (GEI) son a su vez los Estados menos afectados por los efectos del cambio climático, y por el contrario los Estados menos contribuyentes son los Estados con mayor vulnerabilidad y afectación y que particularmente se encuentran en zonas tropicales. Dentro de esta lista de Estados y regiones propensas a la afectación del cambio climático Centroamérica destaca como la región más vulnerable entre los trópicos del planeta. En el caso Centroamericano los efectos previstos del cambio climático representan una amenaza para la producción de alimentos, la infraestructura, los medios de vida, la salud, seguridad y deterioro de la capacidad del ambiente para proveer recursos y servicios vitales.

Climate change is an environmental problem that transcends the borders of the nation-state. It is the challenge of the 21st century brought about by the success of the industrial age. As the result of our model of production and development, it is therefore a product of our collective action and thus a shared responsibility. However, when it comes to assigning responsibility, the problem of climate change presents a functional asymmetry that distributes costs and benefits unevenly. This asymmetry means that the states that contribute most to the phenomenon through greenhouse gas (GHG) emissions are also the states least affected by the effects of climate change, while the states that contribute least are the most vulnerable and affected, particularly those located in tropical areas. Within this list of countries and regions prone to the effects of climate change, Central America stands out as the most vulnerable region in the tropics. In the case of Central America, the predicted effects of climate change pose a threat to food production, infrastructure, livelihoods, health, security, and the deterioration of the environment's ability to provide vital resources and services.
