La política internacional de Costa Rica ante el conflicto de Belice

Resumen
Los conflictos internacionales han existido siempre; unos bélicos, otros diplomáticos todos, con orígenes diferentes y características propias. Ellos han hecho que la sociedad humana evolucione hacia el encuentro de fórmulas que coadyuven y faciliten el establecimiento de una paz duradera y estable.
Uno de los elementos más notables en esa evolución es, precisamente, el nacimiento y sostenimiento de diversos Organismos regionales y mundiales cuya finalidad última es la paz y el logro de una convivencia humana entre distintas sociedades, que asegure la supervivencia del hombre en el planeta.
A lo largo de la historia y hasta mediados del presente siglo, muchas diferencias entre distintas sociedades y más exactamente, entre distintos gobiernos, fueron resueltas por vía de la fuerza y la violencia.
A partir de la segunda mitad del presente siglo, los hombres han creado Organismos tendientes a evitar la agresión y la violencia entre sociedades en cuyo caso, el más débil ha sido el agredido.
E que éstos organismos hagan verdad su objetivo es muestra de que nos acercamos al establecimiento de un orden de justicia y paz internacionales.
A pesar de que existen numerosos Organismos que van tras esa finalidad, es la Organización de Naciones Unidas, uno de los que han materializado mayores logros en la búsqueda de la paz internacional y es la que está llamada por su objetivo ha hacer los mayores esfuerzos para que ésta sea alcanzada en el futuro.
Los conflictos internacionales, al igual que los Organismos Internacionales, involucran la política internacional de los estados. Estos conflictos y Organismos han vuelto tan dinámicas las relaciones internacionales, que puede afirmarse que en torno a ellas gira gran parte de la vida y supervivencia de cualquier estado; de tal manera que el buen manejo de los asuntos de orden interno de un estado, sea tan importante como los del orden externo.
En el caso concreto de Costa Rica puede afirmarse que su política internacional nació desde 1812 cuando nos vimos en la necesidad de recurrir a los Guanacastecos para poder llevar a las Cortes de Cádiz un representante de Costa Rica. Esta acción de algún modo coadyuvó a la anexión del Partido de Nicoya a Costa Rica en 1824.
La actitud de Costa Rica frente a los conflictos internacionales siempre ha sido participativa y algunas veces decisiva, como sucedió en 1856, cuando por la vía de las armas se concluyó el intento filibustero de tomar Centroamérica.
International conflicts have always existed, some warlike, others diplomatic, all with different origins and their own characteristics. They have caused human society to evolve towards finding formulas that help and facilitate the establishment of a lasting and stable peace. One of the most notable elements in this evolution is, precisely, the birth and support of various regional and world organizations whose ultimate purpose is peace and the achievement of human coexistence among different societies, ensuring the survival of mankind on the planet. Throughout history and until the middle of the present century, many differences between different societies and, more precisely, between different governments, were resolved by means of force and violence. Since the second half of the present century, men have created organizations aimed at avoiding aggression and violence between societies in which case, the weakest has been the victim. The fact that these organizations achieve their objective is a sign that we are approaching the establishment of an order of international justice and peace. Although there are numerous organizations that pursue this goal, the United Nations Organization is one of those that have made the greatest achievements in the search for international peace and is the one that is called upon by its objective to make the greatest efforts to achieve it in the future. International conflicts, as well as international organizations, involve the international politics of states. These conflicts and organizations have made international relations so dynamic that it can be said that a great part of the life and survival of any state revolves around them, so that the good management of the internal affairs of a state is as important as those of the external order. In the specific case of Costa Rica, it can be affirmed that its international policy was born since 1812 when we had to resort to the Guanacastecos in order to bring a representative of Costa Rica to the Cortes de Cadiz. This action somehow contributed to the annexation of the Nicoya Party to Costa Rica in 1824. Costa Rica's attitude towards international conflicts has always been participative and sometimes decisive, as was the case in 1856, when the filibuster attempt to take Central America was concluded by force of arms.
